The Air Resources Board (ARB), in consultation with the Bureau of Automotive Repair (BAR), will conduct a series of public workshops to discuss and receive comments on the draft proposal for modifying the State’s voluntary vehicle retirement program for light-duty vehicles, referred to as EFMP. The public workshops are scheduled for: DATE: March 4, 2014 TIME: 1:30 p.m. – 3:30 p.m. PLACE: South Coast Air Quality Management District 21865 Copley Drive Diamond Bar, California 91765 DATE: March 5, 2014 TIME: 1:30 p.m. – 3:30 p.m. PLACE: San Joaquin Valley Air Pollution Control District 1990 East Gettysburg Avenue Fresno, California 93726 DATE: March 6, 2014 TIME: 1:30 p.m. – 3:30 p.m. PLACE: Cal/EPA Headquarters Building 1001 I Street Sacramento, California 95814 Staff will send another email announcing when the formal workshop notice and draft proposal are made available on the EFMP website: http://www.arb.ca.gov/msprog/aqip/efmp/efmp.htm. If you would like to receive notification by email of updates to EFMP, please sign up at http://www.arb.ca.gov/listserv/listserv_ind.php?listname=efmp. Background: EFMP is a vehicle retirement and replacement program authorized by Assembly Bill 118 (Nunez, Chapter 750, Statutes of 2007, California Health and Safety Code Section 44125, amended 2010, 2013). EFMP is funded by a $1 surcharge on motor vehicle registration, translating into about $30 million every fiscal year and has been administered by BAR since 2010. Recent legislation enacted by Senate Bill (SB) 459 (SB 459, Chapter 437, Statutes of 2013 ) directs, among other items, that ARB improve EFMP to increase the benefits of the program for low-income California residents, promote cleaner replacement vehicles, enhance emission reductions gained by the program, and to increase outreach to community-based organizations. Pursuant to SB 459, ARB shall, in consultation with BAR, update the program no later than June 30, 2015. The draft proposal being discussed is in response to both findings from the program review and recent legislation. If you have questions regarding these proposed revisions, please contact Mr. Aaron Hilliard, Air Resources Engineer, at (916) 322-4781 or via email at email@example.com.
