ms-mailings -- PUBLIC WORKSHOP TO DISCUSS PROPOSED REVISIONS TO THE ENHANCED FLEET MODERNIZATION PROGRAM (EFMP) (CAR SCRAP)
Posted: 24 Feb 2014 14:18:44
The Air Resources Board (ARB), in consultation with the Bureau of Automotive Repair (BAR), will conduct a series of public workshops to discuss and receive comments on the draft proposal for modifying the State’s voluntary vehicle retirement program for light-duty vehicles, referred to as EFMP. EFMP is a vehicle retirement and replacement program authorized by Assembly Bill 118 (Nunez, Chapter 750, Statutes of 2007, California Health and Safety Code Section 44125, amended 2010, 2013). EFMP is funded by a $1 surcharge on motor vehicle registration, translating into about $30 million every fiscal year and has been administered by BAR since 2010. Recent legislation enacted by Senate Bill (SB) 459 (SB 459, Chapter 437, Statutes of 2013 ) directs, among other items, that ARB improve EFMP to increase the benefits of the program for low-income California residents, promote cleaner replacement vehicles, enhance emission reductions gained by the program, and to increase outreach to community-based organizations. Pursuant to SB 459, ARB shall, in consultation with BAR, update the program no later than June 30, 2015. The draft proposal being discussed is in response to both findings from the program review and recent legislation. The workshop notice can be found on the EFMP website: http://www.arb.ca.gov/msprog/aqip/efmp/efmp.htm. The draft proposal will be posted to the website prior to the workshops. If you have questions regarding these proposed revisions, please contact Mr. Aaron Hilliard, Air Resources Engineer, at (916) 322-4781 or via email at ahillar@arb.ca.gov.
