A notice for the Draft Environmental Analysis prepared for the
Proposed First Update to the Climate Change Scoping Plan
(Proposed Update) has been posted on the ARB website.  The Draft
Environmental Analysis (EA), prepared in accordance with ARB's
certified regulatory program (California Code of Regulation,
title. 17, sections 60006-60008) to comply with the requirements
of the California Environmental Quality Act (CEQA) is now
available for a 45-day public review and comment period.

The Board will conduct a public hearing at the time and place
noted below to consider approving the Proposed Update.  The Board
will also consider the Environmental Analysis and staff's written
responses to comments on the Draft Environmental Analysis
received during the 45-day comment period.

The EA contains a programmatic level of environmental review of
the strategies, policies and recommendations set forth in the

Today’s release commences a 45-day public review and comment
period.  ARB invites comments on the EA; comments will be
accepted during a 45-day public comment period that begins on
March 14, 2014 and ends on April 28, 2014 at 5:00 pm.  

*** NOTE:  All comments on the Proposed Update can be submitted
using the existing form.  However, a separate comment docket has
been established for EA comments only. ***

After the 45-day public review and comment period, ARB staff will
consider comments received and will prepare written responses to
comments raising significant environmental issues based on the
EA.  The written responses to comments will be posted on ARB’s
website listed above prior to the Board hearing on May 22, 2014
at the time and location noted above.

What is the First Update to the Climate Change Scoping Plan?  

As required by AB 32, the initial Scoping Plan was developed in
2008.  This Plan must be updated every five years.  The First
Update to the Climate Change Scoping Plan (Update) builds upon
the initial Scoping Plan with new strategies and recommendations.
 The Update defines ARB’s climate change priorities for the next
five years and lays the groundwork to start the transition to
achieve California’s longer-term climate goals.  It highlights
California’s progress toward meeting the near-term 2020 GHG
emission reduction goals defined in the initial Scoping Plan and
evaluates how to align the State's longer-term GHG reduction
strategies with other State policy priorities, for water, waste,
natural resources, agriculture, clean energy, transportation and
land use.
