ARB staff previously announced a public workshop to be held on Monday, March 17, 2014 to discuss initial draft language for a proposed new Rice Cultivation Projects Compliance Offset Protocol and proposed updates to existing Compliance Offset Protocols. Additional information including links to the Rice Cultivation Projects protocol, the workshop presentation, and the link to the webcast have been added below. DATE: Monday, March 17, 2014 TIME: 9:00 a.m. to 12:00 p.m. PLACE: California Environmental Protection Agency Air Resources Board Byron Sher Auditorium 1001 I Street Sacramento, California 95814 At this workshop staff will discuss a draft of a proposed new Rice Cultivation Projects Compliance Offset Protocol and updates to existing Compliance Offset Protocols under the Cap-and-Trade Regulation. Prior to proposing the new and updated Compliance Offset Protocols at the September Board meeting, a Notice of Proposed Regulatory Action with the drafts of the new and updated Compliance Offset Protocols will be released for a 45-day public comment period. The discussion draft of the Rice Cultivation Projects protocol is now available on ARB’s Rice Cultivation Project webpage at: http://www.arb.ca.gov/cc/capandtrade/protocols/riceprotocol.htm A copy of the presentation for the workshop will be available on ARB’s Cap-and-Trade Workshops and Meetings webpage at: http://www.arb.ca.gov/cc/capandtrade/meetings/meetings.htm All interested stakeholders are invited to attend. A live webcast of the meeting will be available at: http://www.calepa.ca.gov/broadcast/?BDO=1 Background The California Cap-and-Trade Regulation (Regulation) was formally adopted by the Air Resources Board (ARB or Board) in 2011. In response to continued Board direction and further discussions with stakeholders, staff began a public process to propose a new Rice Cultivation Projects Compliance Offset Protocol and updates to existing Compliance Offset Protocols for Board consideration in 2014. Documents that will be made publicly available prior to the workshop will provide a discussion of the new Rice Cultivation Projects Compliance Offset Protocol. Updates to existing Compliance Offset Protocols will be released at a later date with additional time allowed for public comment. These documents will provide the public with the opportunity to discuss staff’s draft language for the new and updated Compliance Offset Protocols prior to staff formally submitting a Notice of Proposed Regulatory Action. The public will have additional opportunities to comment on these protocols during the 45-day public comment period and Board hearing. California is in a drought emergency.
