On May 2, 2014, the California Air Resources Board (ARB or Board) will be holding a public meeting to discuss proposed changes to the 2011 Carl Moyer Memorial Air Quality Standards Attainment (Carl Moyer) Program Guidelines (Guidelines). This meeting will be held from 10:00am to 12:00pm and will be an opportunity for ARB staff to receive public comments on the proposed Guideline changes, which will be published prior to the meeting and available at: http://www.arb.ca.gov/msprog/moyer/moyer.htm ARB will also be holding a public workshop on that date to discuss potential Guideline changes specific to on-road heavy-duty vehicles based on amendments to the Regulation to Reduce Emissions of Diesel Particulate Matter, Oxides of Nitrogen and Other Criteria Pollutants from In-Use Diesel-Fueled Vehicles (Truck and Bus Rule), which will be considered by the Board at its April 2014 hearing. The workshop will be held from 1:00pm to 3:00pm. Staff intends to propose changes to the Guidelines at the Board’s July 2014 hearing. The meeting and workshop will be held at the following times and place: DATE: Friday, May 2, 2014 TIME: 10:00a.m. – 12:00p.m. (Public Meeting on Guideline changes) TIME: 1:00p.m. – 3:00p.m. (Public Workshop for on-road changes) PLACE: California Environmental Protection Agency Air Resources Board Byron Sher Auditorium 1001 I Street Sacramento, California 95814 The meetings will be webcast for those unable to attend in person. Information on submitting questions or comments will be provided during the webcast for remote participants. BACKGROUND: Since 1998, the Carl Moyer Program has filled a critical niche in California’s strategy to achieve clean air. The Carl Moyer Program provides grant funding for the incremental cost of cleaner-than-required engines, equipment, and emission reduction technologies. The Carl Moyer Program complements California’s regulatory program by funding emission reductions that are surplus (i.e., early and/or in excess of what is required by regulation). State law authorizes Air Resources Board to revise the Carl Moyer Program Guidelines when necessary to improve the ability of the program to achieve its goals.
