vapor -- Public Workshop to Discuss Proposed 2014 Enhanced Vapor Recovery Regulatory Amendments

The Air Resources Board (ARB or Board) staff invites you to
participate in a public workshop to discuss proposed changes to
California’s vapor recovery program, which is an important
control measure that contributes to statewide efforts to attain
and maintain federal and state health based air quality standards
for ozone as well as reducing public exposure to benzene, a toxic
air contaminant. Proposed changes include amendments to the
Aboveground Storage Tank (AST) Enhanced Vapor Recovery (EVR)
regulations and establishment of a new certification process and
new spillage standards for enhanced conventional (ECO) nozzles
that do not include a vapor recovery path.  

In March and April, staff held informational workshops to solicit
public comments on proposals to modify AST applicability
requirements for standing loss control and Phase I EVR, and to
add new performance spillage standards for ECO nozzles.  The July
workshop will be a continuation of the regulatory development
process where staff is requesting the public to provide comments
on draft regulatory language for those proposals.  These
proposals will be considered by the Board at a November 2014
Hearing.

Please note that draft regulatory language has not been developed
to address overpressure alarms or second generation ISD; two
topics which were discussed during the March workshops. However,
staff will provide an informational update on these topics. 
Regulatory proposals for these two items will now be heard by the
Board in the summer of 2015.

Each workshop will cover the same topics and will consist of a
one hour presentation by ARB staff, followed by a
question-and-answer session.  An agenda and workshop notice
containing location, directions, and teleconference instructions
will be made available on ARB's website at
http://www.arb.ca.gov/vapor/vapor.htm.  Draft regulatory language
and supporting documentation will also be posted to this website
prior to the workshop.
