AIR POLLUTION

What Does it Take for One Small City to Vanquish an Oil Giant?
In this era of Citizens United and unlimited election spending,
the outcome shocked everybody: on November 4, as voters across
the country succumbed to the hard-right tug of dark money groups,
the residents of Richmond, California triumphed over an oil
giant. Chevron poured $3.1 million into this year’s municipal
elections in Richmond, a Bay Area city of 107,000 where the
company owns and operates a massive oil refinery.

With fuel prices falling, will airlines lose incentive to fly
efficiently?
As fuel costs drop for the nation’s airlines, so too will the
incentive to fly more efficiently. That was the warning from a
nonprofit environmental group that tracks fuel efficiency and air
pollution among the world’s airlines.

Bad chemistry took over in Valley’s terrible air siege
An early November pollution siege left people coughing, sneezing,
rubbing their eyes and scratching at rashes. Strangely, it
started with the first real storm of autumn in the San Joaquin
Valley, not a cloud of fireplace soot.

CLIMATE CHANGE

LA to host climate summit with Chinese, US leaders
Los Angeles will host a climate change summit next year to begin
efforts to curb greenhouse gas emissions in the United States and
China. Mayor Eric Garcetti announced plans for the meeting Friday
while wrapping up the China leg of a 12-day trade mission to
Asia.

Climate Change Threatens to Strip the Identity of Glacier
National Park
What will they call this place once the glaciers are gone?A
century ago, this sweep of mountains on the Canadian border
boasted some 150 ice sheets, many of them scores of feet thick,
plastered across summits and tucked into rocky fissures high
above parabolic valleys. Today, perhaps 25 survive.

Prospects rise for a 2015 U.N. climate deal, but likely to be
weak
A global deal to combat climate change in 2015 looks more likely
after promises for action by China, the United States and the
European Union, but any agreement will probably be too weak to
halt rising temperatures.

As Snow Fades, California Ski Resorts Are Left High and Very Dry
At ski areas up and down the jagged peaks of the Sierra Nevada,
where California’s drought has hit historic proportions and the
broader threat of climate change hangs heavy over an industry
built on optimism, the man-made snow is flying. A couple of
resorts have managed to open a few runs. But beyond the
occasional strip of white, the mountains remain mostly bare

DROUGHT

California drought: S.F. wants to add groundwater to tap
The recipe for San Francisco’s famously delicious tap water is,
gulp, about to change. Most city spigots, which, since the
1930s, have gushed water from Yosemite’s pristine Hetch Hetchy
Reservoir, will start delivering the Sierra supply blended with a
splash of local groundwater — by many measures, a far inferior
source.

DIESEL EMISSIONS

CARB unanimously approves final touches on Truck and Bus Rule
The California Air Resources Board moved Thursday to approve
final changes to its most expensive in-use trucking regulation on
the books. During its two-day monthly meeting Thursday, board
members unanimously approved amendments to require small trucking
fleets to have their second truck meet the Truck and Bus
Regulation’s standards by January 2017.

FUELS

White House threatens to put brakes on alternative fuels
As biotech masterminds and venture capitalists scramble to hatch
a new generation of environmentally friendly fuels that can help
power the average gasoline-burning car, they are confronting an
unexpected obstacle: the White House. Yielding to pressure from
oil companies, car manufacturers and even driving enthusiasts,
the Obama administration is threatening to put the brakes on one
of the federal government's most ambitious efforts to ease the
nation's addiction to fossil fuels.

Solar and Wind Energy Start to Win on Price vs. Conventional
Fuels
For the solar and wind industries in the United States, it has
been a long-held dream: to produce energy at a cost equal to
conventional sources like coal and natural gas. That day appears
to be dawning. The cost of providing electricity from wind and
solar power plants has plummeted over the last five years, so
much so that in some markets renewable generation is now cheaper
than coal or natural gas.

Ask TBC: Why does it take so long to get a fireplace insert
voucher?
…We asked Jaime Holt, communications director for the valley air

voucher program. She told us: We received the comments of Mr.
Jim Darling about the Burn Cleaner program. We appreciate this
opportunity to reach out to him and others in Kern County who may
share similar sentiments…

OPINION

Climate realities in light of the U.S.-China agreement
The United States-China agreement on climate change is a huge
political triumph, possibly “historic,” as its supporters say.
Whether it much alters the world’s climate is a more open
question. Recall the agreement’s outlines. By 2030, China pledges
to reach peak emissions of global greenhouse gases and also to
increase its reliance on non-fossil fuels to 20 percent of its
total energy. For its part, the United States committed to
reducing its greenhouse gas emissions in 2025 by 26 percent to 28
percent from 2005 levels. Environmentalists correctly see three
big gains.

Beijing Considers How to Harness the Wind to Blow Away Pollution
When Beijing experiences bouts of pollution that blacken the
skies and burn the lungs, residents often joke that the Chinese
capital needs to build giant fans to clear out the toxic air.
Mountains to the north and west help trap smog in the city, and a
stiff breeze from Mongolia is the surest way to ensure somewhat
cleaner air.

Another Major Climate Breakthrough: China Will Cap its Coal
Consumption by 2020
Hard on the heels of last week’s historic US-China Joint
Announcement on Climate Change, in which China pledged for the
first time to cap its CO2 emission by 2030, China’s State Council
has just announced a new energy strategy action plan that
includes, also for the first time, a cap on national coal
consumption by 2020.

Toyota Mirai hydrogen fuel cell coming to US Northeast in 2016
Looks like someone was able to read the future back in July.
That's when rumors first circulated that Toyota's upcoming fuel
cell vehicle will be called the Mirai. Today, Toyota president
Akio Toyoda confirmed the name alongside plans to build out a
hydrogen refueling infrastructure in the US Northeast.
