CAP AND TRADE

Netherlands hands out 46 million free carbon allowances to
industry. The Netherlands has begun distributing this year's
quota of free carbon permits to industry, the Dutch Emissions
Authority (NEA) said on Thursday. The allocation of EU Allowances
(EUAs), will add supply to a market already awash with permits
and could put more pressure on carbon prices, which are now below
7.50 euros a ton.

EU court rules against Czech tax on carbon permits. A Czech tax
imposed in 2011 and 2012 on carbon emission allowances granted to
companies for free breached a European Union directive, the
European Union's Court of Justice ruled on Thursday. The ruling
was made at the request of a Czech court which is considering an
appeal of an electricity producer, Sko-Energo, against the tax…

AIR POLLUTION

The Window Screen That Cleans the Air. Using nanotechnology,
researchers have developed a low-cost filter that cleans the air
of pollution from tiny particles. It would be great if somebody
figured out how to filter small particles of pollution from the
air. The next best thing would be at least to keep them out of
people’s lungs. The first of those goals is a tall order.

No-burn order in effect for greater Los Angeles, Inland Empire.
Much of the Southland will be under a “no-burn” order today,
meaning indoor fireplace use and outdoor wood burning will be
prohibited due to pollution concerns. The South Coast Air Quality
Management District issued the order for all residences in the
South Coast Air Basin, including the greater Los Angeles area,
Orange County and the Inland Empire. 

POLLUTION: Tiniest particles appear to be riskiest.  A new study
by California scientists sheds more light on earlier work that
has linked fine-particle air pollution to deaths from heart
disease. This work, published in the journal Environmental Health
Perspectives, focused on the smallest of these particles, called
ultrafine particles. These specks are no bigger than a thousandth
of the width of a human hair.

EPA brief urges high court to uphold mercury, toxics standards.
U.S. EPA this week urged the Supreme Court to uphold its landmark
air standards for mercury and other pollutants, arguing that a
challenge from states and industry "defies common sense."
Twenty-one states and two industry groups -- the Utility Air
Regulatory Group and National Mining Association -- contend that
EPA should have considered the $9.6 billion price tag of its
Mercury and Air Toxics Standards…

CLIMATE CHANGE

Hollande tours typhoon-hit Philippines ahead of climate deal.
French President Francois Hollande on Friday took his warning
about the need for funds for a landmark climate deal to a central
Philippine town that was devastated by a killer typhoon in 2013.
Speaking at a public school in Guiuan, where Typhoon Haiyan made
its first landfall before claiming more than 7,300 lives,
Hollande promised to "remember your faces" when France hosts the
climate conference in December.

Climate Finance Tops $35 Billion a Year, U.S. Envoy Says.
Industrial nations are delivering more than a third of the $100
billion in annual aid they’ve pledged by 2020 for climate-related
projects in developing nations, a senior U.S. State Department
envoy said. About $35 billion to $40 billion a year now is
flowing from western governments in the form of direct aid and
loans from development banks, said Todd Stern, the lead U.S.
diplomat on climate matters.

Most Americans see combating climate change as a moral duty. A
significant majority of Americans say combating climate change is

natural cooling of the Pacific Ocean has contributed to slow

Researchers think they’ve found a “gateway belief” that leads to

DROUGHT

94 percent of Californians agree the drought is serious. Nearly
every Californian sees the drought as a big problem, and more
than ever say they favor mandatory rationing, according to a
survey released Thursday. A new Field Poll found 94 percent of
registered California voters consider the shortage serious, with
68 percent of those deeming it extremely serious. By contrast,
when the state had a similarly severe drought in 1977, just 51
percent saw the problem as extremely serious.

BOE member calls for ending fuel tax swap. A member of the state
Board of Equalization who voted this week in favor of cutting the
state excise tax on gasoline says it’s time to stop the annual
juggling of tax rates on gas. That annual manipulation is called
the “fuel tax swap” in which the excise tax is cut or increased.
This year it’s being cut by six cents a gallon, effective July 1,
dropping it to 30 cents per gallon.

Rising U.S. Oil Prices Await Cutbacks. Despite the bounce off the
floor of $42 per barrel lows in late January, no serious global
oil price increases will occur until American oil and natural gas

mandate. Biofuel industry leaders yesterday slammed a proposed
bill that would effectively eliminate an implicit corn ethanol
mandate in the renewable fuel standard. Sens. Pat Toomey (R-Pa.)
and Dianne Feinstein (D-Calif.) introduced the "Corn Ethanol
Mandate Elimination Act of 2015," with Sen. Jeff Flake (R-Ariz.)

said it would invest 43 million pounds ($67 million) to support

Amid drought, a turf war between residents and homeowners
associations. Rancho Pacifica, a gated community of spectacular

Slam the brakes on gas tax hike. All praise to the State Board of
Equalization, which voted Tuesday to cut California’s gas tax by

China's Coal Use and Estimated CO2 Emissions Fell in 2014.  Good
news! China's coal consumption fell by 2.9 percent in 2014, the
first drop in 14 years, according to official Chinese energy
statistics released yesterday. Glen Peters of the Global Carbon
Project calculates that China's CO2 emissions have also fallen,
by 0.7 percent, for the first time this century.

approved specifications for dimethyl ether (DME) used as fuel in

Senate Bill Introduced To End Ethanol Mandate For Gasoline. A
decade ago, the biofuel ethanol was viewed as one way to reduce
the nation's consumption of oil for transportation fuel. In 2007,
Congress approved the Renewable Fuels Standard, which mandated
increasing amounts of ethanol gradually be blended into the fuel
supply. Now, those rules could be struck down.
