Handout materials for the March 24, 2015 Innovative Technology Regulation New Engine or Vehicle Certification Public Work Group meeting are now available at:. http://www.arb.ca.gov/msprog/itr/itr.htm The Innovative Technology Regulation is intended to provide defined, near-term Air Resources Board (ARB) certification and aftermarket conversion approval flexibility to help facilitate market launch of the next generation of truck and bus technologies that California needs to meet its long-term air quality and climate goals. ARB’s existing certification and on-board diagnostics (OBD) requirements provide a critical and effective mechanism for ensuring a vehicle’s expected emission benefits are achieved and maintained. However, ARB’s engine and vehicle approval paradigm, geared towards traditional technologies, may deter some manufacturers from developing promising new technologies if they are uncertain to achieve market acceptance. In addition, ARB does not have an approval protocol specifically for advanced technology medium- and heavy-duty vehicle aftermarket conversions, such as hybrid truck conversions. One option being considered by staff would provide tiered ARB certification and aftermarket conversion requirements for an innovative truck or bus technology, providing targeted flexibility at market launch and early technology deployment stages, and reverting back to full ARB approval requirements once the technology achieves a market foothold. Specific certification and OBD flexibility provisions should provide manufacturers with a defined, predictable, and practical ARB approval pathway, while preserving ARB’s overarching objective to ensure expected emission benefits are achieved. Targeted technologies include hybrid drivelines and heavy-duty engines meeting ARB’s optional low oxide of nitrogen emission standards.
