The purpose of this list serve notice is to help the National
Oceanic and Atmospheric Administration (NOAA) broadcast an
advisory concerning populations of endangered whales off the
coast of California. NOAA has requested and the California Air
Resources Board has agreed to provide outreach through the
Maritime List Serve to help broadcast the NOAA advisory to
mariners.  

Large numbers of endangered whales are being observed along the
California coastline.

Voluntary vessel speed reduction zones are currently in effect
for the San Francisco
(http://www.navcen.uscg.gov/pdf/lnms/lnm11232015.pdf#page=24) and
Santa Barbara
(http://channelislands.noaa.gov/images/whaleadvisoryzone._lg.jpg)
traffic separation schemes (TSS). Advisories and maps are
included in the recent District Eleven Local Notice to Mariners
which can be found at
http://www.navcen.uscg.gov/?pageName=lnmDistrict®ion=11. Port
agents, please refer to LNTM and alert captains when requests to
slow down are in place. Mariners, please read and comply with
LNTM.

NOAA is asking for your help tracking whales. Here are ways that
you can help:

Report whale sightings via WhaleAlert  at
http://www.whalealert.org/ or email whales@noaa.gov. Also report
sightings via VHF radio to other mariners. Please record the date
and location, the number of whales, the species (if known) and a
description of the animals.

Read and distribute outreach materials to captains, crews, ships,
and agents (see links below). If you or others in your network
would like printed copies of the materials for posting on the
bridge of ships or elsewhere, email morgan.visalli@noaa.gov.

Report injured, distressed, entangled or dead whale sightings to
(877) SOS-WHALe [767-9425] or U.S. Coast Guard, VHF Channel 16.

Be aware of recent whale sightings by checking out Whale Alert
West Coast at http://westcoast.whalealert.org/. Maps depicting
recent sightings in the San Francisco
(http://geo.pointblue.org/whale-map/index.php?nms=gof) and
Channel Islands
(http://geo.pointblue.org/whale-map/index.php?nms=ci) regions are
available.
