The California Air Resources Board (ARB) staff has posted the feedback letters for the April 2015 proposed oil and natural gas methane regulation workshops. Background: The California Global Warming Solutions Act of 2006 (AB 32) establishes a comprehensive program of regulatory and market mechanisms to achieve real, cost-effective, and quantifiable reductions of greenhouse gases (GHG) with a target of reducing GHG emissions to 1990 levels by 2020. Control of GHG emissions, especially methane emissions, from crude oil and natural gas operations—including production, processing, storage operations, and well stimulation—is critical to achieving this target.
