The California Air Resources Board (ARB or Board) is pleased to
announce its grant solicitation for the Multi-Source Facility
Demonstration Project.  The funding opportunity was approved by
the Board as part of the Fiscal Year 2014-15 Funding Plan for the
Assembly Bill 118 Air Quality Improvement Program and Low Carbon
Transportation Greenhouse Gas Reduction Fund Investments.  Up to
$23,658,500 is available for this project.  This project, along
with the separate Zero-Emission Drayage Truck Demonstration
Project, is part of a $50 million allocation for advanced
technology freight demonstrations.  These two projects complement
a separate project to deploy early commercial zero-emission
trucks and buses which will be solicited later this year. 
Solicitations for each Fiscal Year 2014-15 demonstration and
pilot project will be released separately.

This project is intended to demonstrate multiple types of
equipment and vehicles employing zero and near zero-emission
technologies at one freight facility located within, or with the
project directly benefitting, disadvantaged communities (see
www.calepa.ca.gov/EnvJustice/GHGInvest/).  Examples of
multi-source facilities include distribution centers, warehouses,
ports, intermodal rail yards, or other similar freight support
facilities.

California-based public agencies such as air districts, ports, or
local government entities or agencies and California-based
non-profit organizations with expertise implementing large scale
advanced technology demonstrations may apply for this
Solicitation to become the demonstration project Grantee(s).
Applications are due to ARB by 5:00 p.m., September 24, 2015. 

ARB will hold an Applicant Teleconference to answer questions
regarding this Grant Solicitation on July 21, 2015.  The
Applicant Teleconference will provide an opportunity for
potential applicants to ask clarifying questions regarding
general application requirements.  The meeting will be held on

Background:  

The Advanced Technology Freight Demonstration Projects under the
Low Carbon Transportation Greenhouse Gas Reduction Fund
Investments accelerate the introduction of advanced emission
reducing technologies that are on the cusp of commercialization
into the California marketplace.  A public investment in these
technologies helps to achieve significant emission reductions in
greenhouse gases, criteria pollutants and toxic air contaminants,
sooner than would be possible otherwise.  This commitment from
the State encourages industry to expeditiously invent, develop,
test, and introduce cutting edge emission reducing technologies. 
Finally, Advanced Technology Freight Demonstration Projects
leverage public investment with private capital and ingenuity to
go beyond what is currently at the technological forefront.  This
project will provide greenhouse gas, criteria pollutant, and
toxic air contaminant emission reduction benefits to specific
disadvantaged communities.  Eligible disadvantaged communities
are identified by the California Environmental Protection
Agency’s California Communities Environmental Health
Environmental Health Screening Tool (CalEnviroScreen 2.0) that
assesses all census tracts in the State to identify areas
disproportionately burdened by and vulnerable to multiple sources
of pollution.
