arbcombo -- Solicitation for the Fiscal Year 2014-15 Zero-Emission Drayage Truck Demonstration Project
Posted: 23 Jun 2015 17:05:59
The California Air Resources Board (ARB or Board) is pleased to announce its Grant Solicitation for the Zero-Emission Drayage Truck Demonstration Project. The funding opportunity was approved by the Board as part of the Fiscal Year 2014-15 Funding Plan for the Assembly Bill 118 Air Quality Improvement Program and Low Carbon Transportation Greenhouse Gas Reduction Fund Investments. Up to $23,658,500 is available for this project. This project, along with the separate Multi-Source Facility Demonstration Project, is part of a $50 million allocation for advanced technology freight demonstrations. These two projects complement a separate project to deploy early commercial zero-emission trucks and buses which will be solicited later this year. Solicitations for each Fiscal Year 2014-15 demonstration and pilot project will be released separately. Projects funded under this solicitation will demonstrate full zero-emission drayage trucks, and drayage trucks that offer zero-emission miles (near zero-emission) by employing on-board range extending internal combustion engines or other technologies. California-based public agencies such as air districts, ports, and local government entities or agencies and California-based non-profit organizations with expertise implementing large scale advanced technology demonstrations and requisite knowledge of drayage truck operations may apply via this solicitation to become the demonstration project Grantee(s). Applications are due to ARB by 5:00 p.m., September 24, 2015. ARB will hold an Applicant Workshop to answer questions regarding this Grant Solicitation on July 16, 2015. The Applicant Workshop will provide an opportunity for potential applicants to ask clarifying questions regarding general application requirements. The meeting will be held at the following date and time: Date: July 16, 2015 Time: 10:00 a.m. to 12:00 p.m. (Pacific) Place: Cal/EPA Headquarters Conference Room 710 1001 I Street, Sacramento, California 95814 Teleconference Information: Call-in Phone Number: 800-593-0695 Passcode: 37043 Written questions submitted before the Applicant Workshop will be given priority. Questions may be emailed to Mr. Earl Landberg at earl.landberg@arb.ca.gov. Questions may be submitted by 5:00 p.m., July 14, 2015. Background: The Advanced Technology Freight Demonstration Projects under the Low Carbon Transportation Greenhouse Gas Reduction Fund Investments accelerate the introduction of advanced emission reducing technologies that are on the cusp of commercialization into the California marketplace. A public investment in these technologies helps to achieve significant emission reductions in greenhouse gases, criteria pollutants and toxic air contaminants, sooner than would be possible otherwise. This commitment from the State encourages industry to expeditiously invent, develop, test, and introduce cutting edge emission reducing technologies. Finally, Advanced Technology Freight Demonstration Projects leverage public investment with private capital and ingenuity to go beyond what is currently at the technological forefront. This project will provide greenhouse gas, criteria pollutant, and toxic air contaminant emission reduction benefits to specific disadvantaged communities. Eligible disadvantaged communities are identified by the California Environmental Protection Agency’s California Communities Environmental Health Environmental Health Screening Tool (CalEnviroScreen 2.0) that assesses all census tracts in the State to identify areas disproportionately burdened by and vulnerable to multiple sources of pollution. California is in a drought emergency. Visit www.SaveOurH2O.org for water conservation tips.
