arbcombo -- Approved Revisions to the Carl Moyer Program Guidelines and the VIP Guidelines for On-Road Heavy-Duty Vehicles

The proposed changes to the Carl Moyer Program Guidelines and
Voucher Incentive Program Guidelines for On-road Vehicles have
been approved and are now in effect. These changes include
expanding eligible fleet sizes to 10 vehicles or less (while also
preserving a reserve fund for small fleets with three vehicles or
less), clarifying appropriate funding amounts for limited-use
vehicles under the Truck and Bus Regulation, and emission factors
for engines certified to 0.5 grams per brake horsepower-hour
oxides of nitrogen standards. Mail-Out #MSC 15-18 describes the
most recent approved revisions to Chapters 4, 5, and 6 and
Appendix D of the Carl Moyer Memorial Air Quality Standards
Attainment (Carl Moyer) Program Guidelines and the Voucher
Incentive Program Guidelines, herein referred to as the

All approved revisions are currently effective and incorporated
into the current Guidelines located at:

Background:  Since 1998, the Carl Moyer Program has filled a
critical niche in California’s strategy to achieve clean air. 
The Carl Moyer Program provides grant funding for the incremental
cost of cleaner-than-required engines, equipment, and emission
reduction technologies.  The Carl Moyer Program complements
California’s regulatory program by funding emission reductions
that are surplus, i.e., early and/or in excess of what is
required by regulation.  State law (Health & Safety Code Section
44287) authorizes the Air Resources Board to revise the
Guidelines when necessary to improve the ability of the program
to achieve its goals.
