Formation of Public Work Groups for the Air Resources Board’s
Heavy-Duty Advanced Technology Demonstration and Pilot
Projects-Request for Distribution List Sign-Up.  In June 2015,
the Air Resources Board (ARB) approved the Fiscal Year (FY)
2015-16 Funding Plan for the Low Carbon Transportation
Investments and the Air Quality Improvement Program (AQIP).  The
Funding Plan allocates up to $59 million to advanced technology
demonstration projects and $79.5 million to on-road and off-road
pilot projects. 

These projects will be further developed with public input
beginning in the summer of 2015 through a series of work group
meetings and individual stakeholder discussions.  Work groups
will be established for each of the new project categories listed
below, and will be used as the forum to discuss project goals,
project design, and the scope of work for each project
solicitation.  If you are interested in participating in one or
more of the work groups, please e-mail Stella Ling-Taylor at
slingtay@arb.ca.gov by July 22, 2015 and indicate which work
group(s) you are interested in.  You will then be added to those
e-mail distribution list(s).   Work group project categories
include: 

•	On-Road Truck Demonstrations
•	Freight Locomotive Demonstrations
•	Off-Road Freight Equipment Demonstrations
•	Off-Road Near-Zero Agricultural and Construction Equipment
Demonstrations
•	Off-Road Passenger Transportation Demonstrations
•	Low NOx Truck Incentives 
•	Zero-Emission Freight Equipment Pilot Commercial Deployment 
•	Off-Road Mobile Agricultural Equipment Trade-Up Pilot in the
San Joaquin Valley
•	School Buses in Rural School Districts Pilot

In addition, a work group has already been established for the
Zero-Emission Truck and Bus Pilot Commercial Deployment project. 
Participants who are already signed up do not need to sign up
again, and new participants are always welcome to sign up.

Background:  Cap-and-Trade auction proceeds provide an additional
funding source for ARB’s advanced technology clean transportation
incentive programs, expanding the types of projects ARB has
funded through AQIP.  The State Legislature deferred action on
the Administration’s expenditure plan for auction proceeds until
later this summer.  Contingent on legislative approval, ARB will
receive $350 million from auction proceeds for Low Carbon
Transportation projects that reduce greenhouse gas emissions and
benefit disadvantaged communities.  

AQIP is a voluntary mobile source incentive program administered
by ARB.  ARB focuses AQIP investments on technology advancing
projects that support California’s long-term air quality and
climate change goals in addition to providing immediate emission
benefits.  Each year, the Board approves the AQIP Funding Plan,
which serves as the blueprint for expending AQIP funds.  The FY
2015-16 State Budget includes $23 million for AQIP.
