Cap-and-trade money replaces redevelopment funds for cash-short

places in California to lock in redevelopment money to start an
affordable housing project, just before the state abolished that

the first half of its planned development…

East Oakland Residents to Breathe Easier. Activists led a
successful campaign to reroute diesel-spewing trucks away from
residential streets. East Oakland residents suffer from some of
the most polluted air in Alameda County, but they will soon
breathe a little easier thanks to a successful years-long
campaign to get big-rig trucks off local streets.

Fire crews eye weather as heat, wind build in West. Massive
wildfires in the West have led to poor air quality across the
region, causing respiratory problems for people far from the fire
lines as well as grounding firefighting aircraft. “It’s been a
nightmare to breathe,” said Okanogan County Sheriff Frank Rogers
in Washington state.

CLIMATE CHANGE

Global insecurity and refugee crisis linked to climate change:
expert. Climate change is "adding fuel to the fire" of worsening
political instability and unrest around the world, an expert told
a security forum. "We are experiencing a surprising uptick in
global insecurity... partially due to our inability to manage
climate stress," Columbia University professor Marc Levy, who
conducts studies for U.S. government agencies…

What glaciers might look like in a future haunted by global
warming. The town of Fiesch, Switzerland, sits surrounded by the
largest glaciers in the Swiss Alps: the Aletsch, Fiescher and
neighboring Rhone glacier. Beginning in 1674, the people of the
devoutly Catholic town have made an annual pilgrimage to pray for
the glaciers to recede.

California climate researchers sound the alarm at symposium:
‘There’s no way out’. A warming atmosphere has already worsened
California’s drought and harmed coastal ecosystems, but the worst
is yet to come, according to the latest scientific research
presented this week on the interactions of air pollution, water
reserves and weather patterns.

New Study Attributes Fewer Carbon Emissions To China. So Where
Did They Go? The pollution caused by China’s coal use gets a
great deal of attention, and for good reason. It causes health
problems in both China and America — helping to kill 4,000
Chinese people per day and traveling across the Pacific Ocean to
increase smog levels in the western United States. China burns
four times as much coal as the United States does.

drought-plagued California is eager for rain, the forecast of a
potentially Godzilla-like El Nino event has communities clearing
out debris basins, urging residents to stock up on emergency
supplies and even talking about how a deluge could affect the

GAS PRICES: If price of crude oil's down, why are fuel costs so
high? But Inland motorists for the most part aren’t seeing the
benefits of the lowest oil prices since 2009. Gas is 12 cents

and half a dollar less than it was in late July. “It’s a start,”
said Jose Alvarado, who works as a groundskeeper at UC Riverside,
while filling up with mid-level octane…

OPINIONS

Dan Walters: California has other calamities to worry about. Gov.
Jerry Brown says California’s drought and the wildfires it has
spawned are wake-up calls about the potentially cataclysmic
effects of climate change. That may be true. But they are not the
only indications of potential disaster that could devastate a
state perched, however precariously, on the continent’s western
edge.

Past efforts to promote electric cars in California ran out of
juice. Senate Bill 350, from state Senate President pro Tem Kevin
de León, D-Los Angeles, is the latest attempt to nudge California
motorists from their gas-guzzlers and into supposedly more
ecofriendly vehicles. SB350, among other things, mandates a 50
percent cut in gasoline use by 2030.

Wildfire Smoke Becomes The Health Threat That Won't Go Away. I
stepped out my parents' front door last Thursday, expecting a
typically glorious summer day in southern Oregon. Instead, I was
hit with acrid wood smoke that stung my eyes and throat. The air
was thick with haze that obscured the mountains. I quickly
retreated inside. Health departments across the West are
mobilizing to protect residents from smoke generated by dozens…

The sense in Republican climate-change nonsense. Conservatives
often insist that it’s pointless to cut climate change-causing
greenhouse gas emissions: It would amount to unilateral economic
disarmament; China and the rest of the world wouldn’t reduce
pollution, instead taking all the emissions-heavy industries that
climate regulations squeeze out of the United States.

California Lawmakers Say Fracking Study Shows Lax Oversight.
California lawmakers say the report by the California Council on
Science and Technology and the Lawrence Berkeley National Lab
outlined the lack of information state regulators have about
fracking. The study said the state lacks data about the toxicity
of hundreds of chemicals used in fracking as well as how
wastewater from the process is disposed of or reused.
http://www.capradio.org/55942

Calif. may already have a cleanup bill from limited fracking.
California will likely have to clean up years' worth of residual
contamination from hydraulic fracturing and other unconventional
oil production that occurred before the state imposed tighter
regulations this year, scientists and agency heads told the
state.
