CAP AND TRADE

Cap-And-Trade Money to Pay for California Road Work? A proposal
to use cap-and-trade money to pay for fixing and repairing
California roads and bridges was killed in committee, Tuesday.
San Dimas Republican Bob Huff says the proposal was a common
sense use of the money already being raised by the passage of AB
32, the Cap-and-Trade environmental bill of 2006.

High speed rail measure dies in committee. State Sen. Sharon
Runner, R-Antelope Valley, said Wednesday her legislation to
prohibit Cap and Trade funds from being used for high-speed rail

Session on Transportation and Infrastructure Development, Senate

AIR POLLUTION

County adopts finding of ozone standards non-attainment area. The
Tehama County Board of Supervisors Tuesday adopted a finding
recognizing the necessity of a new air pollution policy. The
Tehama County Air Pollution Control District rule 2:3c New Source
Review Rule recognizes that the Tuscan Buttes region of Tehama
County, about 1,800 feet in elevation in northeastern Tehama

China's First 3rd-Party Study on Regional Air Quality Management
Across 30 Provinces. China’s air quality has been dire over the
past few years. In 2013, China State Council issued the Air

CLIMATE CHANGE

Nations' pledges to cut emissions called insufficient.  Analysts
tracking efforts to control greenhouse gas emissions say the
reductions pledged by major economies ahead of an envisioned
climate pact this year won't be enough to avoid warming the Earth
by 2 degrees Celsius (3.6 degrees Fahrenheit) or more. That's the
benchmark governments have set to avoid the worst impacts of

Lots of trees to hug: Study counts 3 trillion trees on Earth.

California: Coal Dropped From Public Pension Funds. California
lawmakers passed a bill on Wednesday that will force the state’s
public employee pension funds to drop investments in coal. The
bill, passed by the Assembly on a vote of 43 to 27, will now go
to the desk of Gov. Jerry Brown. The Senate president pro

Menlo Park: City on track to miss emissions reduction goals. The
city is lagging in its effort to meet the state's greenhouse
gas-reduction goals by 2020. For instance, in 2013, the most
recent year for which the city has data, there was a 1 percent
increase in emissions over 2012. Additionally, residential energy
consumption increased by 3.4 percent over 2012 and commercial
energy consumption by 5.5 percent.

Feds charge 3 in alleged green energy Ponzi scheme. Federal
prosecutors in Pennsylvania are charging three individuals for
allegedly orchestrating a $54.5 million Ponzi scheme for an
alternative energy company. The United States Attorney’s office
for the Eastern District of Pennsylvania said Thursday that Troy
Wragg, Amanda Knorr and Wayde McKelvy defrauded more than 300
investors.
