The California Air Resources Board (ARB) has issued an Executive
Order (EO) to Advanced Cleanup Technologies Inc. (ACTI) relating
to ARB approval of control efficiencies for the Advanced Marine
Emissions Control System (AMECS), an alternative control
technology that can be used for compliance with the Airborne
Toxic Control Measure for Auxiliary Diesel Engines Operated on
Ocean-going Vessels At-Berth in a California Port (At-Berth
Regulation).   The EO, AB-15-02, applies to Advanced Cleanup
Technologies’ AMECS and allows the use of AMECS by container
vessels for compliance with the At-Berth Regulation.  The EO
identifies the approved control efficiencies, operating
parameters, monitoring requirements, and recordkeeping
requirements for AMECS.

Background:
In December 2007, the Air Resources Board approved the At-Berth
Regulation. The purpose of the regulation is to reduce emissions
from diesel auxiliary engines on container ships, passenger
ships, and refrigerated-cargo ships while berthing at a
California Port. The regulation provides two options to reduce
at-berth emissions: 1) turn off auxiliary engines and connect the
vessel to some other source of power; or 2) use ARB approved
alternative control technique(s) that achieve equivalent emission
reductions.
