U.N.: Climate Talks Will Go On Despite Paris Attacks. France is
still planning to host the upcoming climate treaty talks in Paris
despite a series of deadly attacks in the country's capital on
Nov. 13, United Nations officials said. "COP21 is going ahead as

DROUGHT

El Niño strengthening, will be among biggest on record: WMO. The
El Niño weather pattern, a phenomenon associated with extreme
droughts, storms and floods, is expected to strengthen before the
end of the year and become one of the strongest on record, the
U.N. weather agency said on Monday. The World Meteorological
Organization (WMO) said this El Niño was already "strong and
mature" and the biggest in more than 15 years.

Water Conservation Order Is Extended in California. Gov. Jerry
Brown has extended his executive order requiring Californians to
conserve water as the state prepares for a fifth year of drought.
The order, which was announced Friday, gives state water
officials expanded authority to take new measures to deal with
the parched conditions and to cope with potential storms from an
El Niño weather pattern.

Volkswagen sales plunge on emissions scandal. The German car
maker said it fitted as many as 11 million diesel vehicles
worldwide with software that could cheat nitrogen oxide emissions

Themelis of Columbia University says it has clear advantages;
