The Scientific Review Panel on Toxic Air Contaminants (Panel), established pursuant to California Health and Safety Code section 39670, will hold a public meeting at the following time and place. DATE: December 4, 2007 TIME: 9:00 a.m. LOCATION: Hyatt Regency 17900 Jamboree Road Irvine, California 92614 (949) 975-1234 AGENDA— 1. Continuation of the Panel’s review of the draft report, “Endosulfan Risk Characterization Document” (revised November 2007) The Panel will continue its review, begun in September, of a draft report by the Department of Pesticide Regulation (DPR) proposing to identify endosulfan as a toxic air contaminant. Endosulfan is a broad-spectrum non-systemic insecticide and acaricide used to control insects in a wide variety of vegetables, fruits, grains, cotton, and tea, as well as ornamental shrubs, vines, and trees. Once the report is approved, the Panel will discuss its findings to be submitted to the DPR Director. http://www.cdpr.ca.gov/docs/empm/pubs/tac/draftrcd.htm 2. Panel workshop on setting priorities in the toxic air contaminant identification program The Air Resources Board, the Department of Pesticide Regulation, and the Office of Environmental Health Hazard Assessment prepare reports that evaluate the health effects that may result from exposure to substances that are proposed to be identified as toxic air contaminants. The departments give priority to substances based on the risk of harm to public health, emissions, manner of usage and exposure to the substance, persistence in the atmosphere, and ambient concentrations in the community (Health and Safety Code section 39660(f) and Food and Agricultural Code section 14022(e)). Department staff will describe how priorities are presently set. The ARB staff will present proposed changes to the current priority-setting methodology. The Panel has invited several government scientists to provide their perspectives. Several Panel members will also present information and the full Panel will discuss all of the presentations as part of this informational item. 3. Consideration of administrative matters. The Panel may discuss various administrative matters and scheduling of future meetings. THE AGENDA ITEMS LISTED ABOVE MAY BE CONSIDERED IN A DIFFERENT ORDER AT THE MEETING INFORMATION ABOUT THE SCIENTIFIC REVIEW PANEL The Scientific Review Panel (Panel) is charged with evaluating the risk assessments of substances proposed for identification as toxic air contaminants by the Air Resources Board (ARB), the Office of Environmental Health Hazard Assessment (OEHHA) and the Department of Pesticide Regulation (DPR), and the review of guidelines prepared by OEHHA. In carrying out this esponsibility, the Panel reviews the exposure and health assessment reports and underlying scientific data on which the reports are based, which are prepared by the ARB, DPR, and OEHHA pursuant to Health and Safety Code sections 39660-39661, 39669.5 and 44360, and Food and Agricultural Code sections 14022-14023. These reports are prepared for the purpose of determining whether a substance or pesticide should be identified as a toxic air contaminant, or as guidelines to be used in preparing health risk assessments. The Panel welcomes written comments or submissions from all parties regarding a report. To assure adequate review, the Panel does not accept oral comments from the public at its meetings, and requests that information submitted for its consideration be sent to the Panel Liaison (contact information below) no later than two weeks prior to the meeting. These submissions are received and carefully reviewed and considered by the Panel members prior to the public meeting.
