ghg-rep -- February 1 Deadline for Registering Specified Sources and RPS Adjustment Resources by Electric Power Entities

ARB has posted a revised Specified Source Facilities Workbook for electric power entities (EPE) to register their anticipated specified facilities or units. By February 1, 2016, EPEs must register their anticipated specified sources of power that they intend to claim in their 2015 Emissions Data Reports, pursuant to section 95111(g)(1) of the Regulation for the Mandatory Reporting of Greenhouse Gas Emissions (MRR). All specified sources associated with imported power, exported power, or power used to claim an RPS adjustment, including any zero emission resources, must be registered by February 1, 2016, as well as new and existing anticipated specified sources for asset-controlling suppliers (ACS). Please note that a RPS adjustment must meet the requirements of section 95852(b)(4) of the Cap-and-Trade Regulation. This includes the requirement that an RPS adjustment may only be claimed for an eligible renewable energy resource when its electricity is not directly delivered to California. ARB will use this information to calculate an emissions factor for each specified source. The emission factors will be published on ARB’s website and made available to reporting entities in Workbook 1.
