arbcombo -- Identification of Compliance Rice Cultivation Offset Projects for Participation in ARB’s Pilot Verification Program

ARB’s Compliance Offset Program is seeking offset project developers to participate in its Pilot Verification Program (pilot program) for projects performed under the Compliance Offset Protocol Rice Cultivation Projects. Under the pilot program, ARB will fund a regulatory verification and an alternative methods verification for participating projects’ first two reporting periods. The objective of the pilot program is to compare the rigor of alternative verification methods to existing regulatory verification requirements to determine if alternative, less comprehensive verification methods may be incorporated into a future version of the Compliance Offset Protocol Rice Cultivation Projects. Under the pilot program, ARB will contract directly with accredited offset verification bodies to perform the required regulatory verification and the alternative verification for the first two reporting periods of participating projects. The regulatory verification and alternative verification will be conducted by different verification bodies. The alternative verification will be conducted solely for the purpose of evaluating alternative verification methods and cannot be used for the issuance of ARB offset credits. ARB regularly audits verifications as part of implementing its Compliance Offset Program. ARB will audit all of the verifications performed under pilot program. As with any verification audit, participants in the pilot program must make themselves available to ARB staff conducting the audit. Parties who are interested in participating in the Pilot Verification Program must submit the below information to ARB no later than March 31, 2016. ARB staff will reach out to potential participants regarding next steps. Please email the following information to GHGoffsetverification@arb.ca.gov: - Name and contact information of Offset Project Operator and Authorized Project Designee, if applicable; - Location of offset project(s); - Reporting period dates; - Number of fields; - Acreage of each field; and - Type of eligible project activities conducted on each field (dry seeding, early drainage in preparation for harvest, and/or alternate wetting and drying).
