Negligence by Southern California Gas Co. led to massive Porter
Ranch-area gas leak, AQMD says.  The government agency that
regulates Southern California's air quality sued Southern
California Gas Co. on Tuesday, accusing the company of negligence

California air quality agency sues SoCalGas over Porter Ranch gas
leak. Just days after the South Coast Air Quality Management
District ordered the Southern California Gas Go. to control a
colossal natural gas leak in the hills above Porter Ranch, the
air regulator sued the utility late Tuesday, seeking what could
be a record penalty that could run into the tens of millions.

CLIMATE CHANGE

States seek court delay in enforcement of Clean Power Plan. A
coalition of 25 states opposing President Obama's plan to reduce
greenhouse gas emissions asked the Supreme Court on Tuesday to
stop the new regulations from taking effect until after their
legal challenge is resolved.

Canada to set climate change tests in pipeline reviews: Trudeau.
Canadian Prime Minister Justin Trudeau pledged on Tuesday to
require that environmental reviews of oil pipelines and LNG

States appeal to Supreme Court in fight against Obama’s climate
rule. Twenty-six states are asking the Supreme Court to block the

Good news for dry times — Sierra snowpack highest in 4 years. The
heavens have opened up this winter and are dumping gobs of snow

EU proposes tougher tests for cars amid emissions scandal. The
European Union's executive has proposed wholesale changes to
tests for new car models to crack down on excessive emissions and
avoid scandals like the one that hit Volkswagen and the

OPINIONS

The right way to charge electric cars. Electric cars are still a
relative novelty, even in a state as obsessed with climate change
as California. But they're expected to become a lot more common
as carmakers such as Tesla and Chevy start selling electric cars
