ARB staff invites interested stakeholders to participate in two
ITR public work group meetings on February 25, 2016 – the New
Heavy Duty Engine and Vehicle Certification Public Work Group
meeting, and the Hybrid Conversion System Work Group meeting.
These topic-specific meetings will provide an opportunity to
discuss potential ITR draft regulatory language intended to
streamline ITR structure and implementation, and refine potential
on-board diagnostics (OBD) and certification flexibility.  These
work group meetings will be held via conference call only.   The
details of the meetings are as follows:

Background.  The potential ITR is intended to provide defined,
near-term ARB certification and aftermarket conversion approval
flexibility to help facilitate market launch of the next
generation of truck and bus technologies that California needs to
meet its long-term air quality and climate goals.  ARB’s existing
certification and OBD requirements provide a critical and
effective mechanism for ensuring a vehicle’s expected emission
benefits are achieved in-use.  However, ARB’s engine and vehicle
approval paradigm, geared towards traditional technologies, may
deter some manufacturers from developing promising new truck and
bus technologies that are uncertain to achieve market acceptance.
 

These two topic-specific meetings will provide an opportunity to
discuss potential initial draft regulatory language, an earlier
draft of which was presented at the September 28, 2015, ITR
public workshop.  The New Heavy Duty Engine and Vehicle
Certification Public Work Group meeting will provide an
opportunity for interested stakeholders to discuss with ARB staff
potential ITR draft regulatory language for engines meeting
California’s optional low NOx standard, robust hybrid engines,
and other transformative, advanced heavy-duty potential engine
technologies.  The Hybrid Conversion System Work Group meeting
will focus on potential draft installation, testing, and
certification requirements for truck and bus hybrid conversion
systems.  ARB staff intends to hold a second Interim Hybrid
Technology Emission Test Procedures work group meeting in Spring
2016 as potential ITR hybrid truck and bus emission test criteria
are developed .  Staff anticipates bringing the Proposed ITR to
the Board for consideration in mid-2016.
