arbcombo -- Update on Low Carbon Fuel Standard (LCFS) Pathway Certification

ARB Staff has submitted a request to the Office of Administrative Law (OAL) to incorporate a corrected version of the CA-GREET 2.0 model into the LCFS regulation. The version of CA-GREET 2.0 corrects a few broken links and other similar non-substantive errors in the version of the model posted on September 29, 2015. The Office of Administrative Law has until April 20, 2016 to process ARB’s request. ARB Staff has completed review of all ethanol pathway applications to generate carbon intensity (CI) scores for such pathways, but will not release CI scores for applicant review until we receive notification from OAL regarding the Section 100 request. Staff plans to release CI scores for applicant review as soon as possible after OAL processes our request. Although formal certification of ethanol pathway CIs may be delayed, all of the CIs when certified will be effective 1st quarter 2016 for reporting purposes. The Low Carbon Fuel Standard is a regulation to reduce the carbon intensity of fuels sold in California ten percent by 2020. The LCFS is one of the measures adopted by the California Air Resources Board, pursuant to Health and Safety Code Sections 38500-38599 (AB 32) to reduce greenhouse gases in California.
