The California Air Resources Board (ARB) invites interested
stakeholders to participate in the third Innovative Technology
Regulation (ITR) Interim Medium- and Heavy-Duty Vehicle Hybrid
Technology Emission Test Procedures Public Work Group meeting on
May 31, 2016. This meeting will provide an opportunity for
stakeholders to provide feedback on staff’s updated potential
draft procedures for evaluating emissions from hybrid heavy-duty
engines and medium- and heavy-duty vehicle hybrid conversion
systems.  Staff’s current potential draft ITR proposes that
chassis-based emission testing conducted pursuant to these
interim test procedures demonstrate no oxides of nitrogen (NOx),
hydrocarbon, or carbon monoxide emission increase. The emission
testing must also demonstrate at least a ten percent carbon
dioxide emission decrease, relative to its non-hybrid counterpart
for a new hybrid heavy-duty engine to be eligible for
certification flexibility, or for a truck or bus hybrid
conversion system to be eligible for ARB certification, pursuant
to the proposed ITR.

Technology Emission Test Procedures Public Work Group meeting are

This ITR new engine or vehicle certification public work group
meeting is open to all interested stakeholders, and will be
conducted by conference call only.  A draft work group meeting
agenda and handouts will be available via the ARB website at
www.arb.ca.gov/msprog/itr/itr.htm prior to the meeting.  Work
group meeting handouts are only intended to encourage stakeholder
feedback and should not be construed as formal regulatory
proposals.  Any stakeholder feedback submitted will not be
considered formal comments or part of the record, and, if you
would like any feedback submitted to be considered part of the
record, or you would like staff to respond, you must re-submit it
during the formal public comment period.

Background:  Certification requirements for on-road heavy-duty
engines provide a critical and effective mechanism to ensure
engine expected emission benefits are achieved and maintained
in-use.  However, some resource-intensive heavy-duty engine
certification requirements – particularly engine on-board
diagnostics (OBD) system requirements to monitor engine,
aftertreatment, and other emission-related components may deter
some manufacturers from developing promising new heavy-duty
engine and vehicle technologies which are uncertain to achieve
market acceptance.  OBD compliance can also present a resource
and engineering challenge for aftermarket manufacturers that
convert an existing truck or bus to operate as a hybrid, since
the conversion typically alters the OBD functionality of the
certified base engine or vehicle.  

The potential ITR is intended to balance the need for
comprehensive OBD systems with the recognition that OBD
compliance challenges may deter some new truck and bus engine and
hybrid conversion system manufacturers from bringing innovative
new technologies to market, particularly if low initial sales
volumes are anticipated.  The draft regulatory language staff is
considering for proposal would provide near-term certification
flexibility to encourage development and market launch of
heavy-duty engines meeting California’s optional low-NOx emission
standard, heavy-duty hybrid engines, and potentially
transformative new heavy-duty tractor engine technologies that
California needs to meet its air quality and climate goals.  

This potential regulation would also define certification
procedures for truck and bus hybrid conversion systems, also
commonly referred to as hybrid aftermarket kits, to encourage
near-term hybridization of the in-use truck and bus fleet.  ARB
staff anticipates that a flourishing market for hybrid conversion
systems, particularly in the medium-duty sector, could encourage
original vehicle manufacturers to enter the market with more
robust, vertically integrated hybrid trucks and buses.  Proposed
certification pathways for both new innovative truck and bus
engines and hybrid conversion systems are likely to provide
near-term certification flexibility to encourage initial
technology deployment, with proposed flexibility sunsetting as
the market has an opportunity to mature.

Staff anticipates having a final ITR Public Workshop in late June
2016, prior to bringing the proposed ITR to the Board for its
