Planned light-duty E-Cert update due to recent regulatory changes, including requirements for evaporative leak check and U.S. EPA Tier3 standards for certification under California’s cleaner federal vehicle rule. The Electronic Certification (E-Cert) system is the electronic certification application submittal system which loads the data portion of manufacturer’s certification applications that are submitted electronically to the California Air Resources Board (ARB). The Light-Duty Vehicle (LDV) module of the E Cert system has been required starting with the 2016 model-year (MY). Due to regulatory changes (Title 13, California Code of Regulations, Section 1976) (13 CCR Section 1976) effective with the 2018 MY, ARB is updating the InfoPath form and XML schema as follows: CSI Field Explanation 2B LEAK_DIAMETER_CL Effective leak diameter certification level (inches) 2B LEAK_DIAMETER_STD Effective leak diameter certification standard (inches) 6B ALTERNATE_TEST Is alternate test procedure used for leak diameter test? 6B RAW_LEAK_DIAMETER Effective leak diameter test result (inches) 6B VOLUMETRIC_FLOW_GAS Volumetric flow of gas for effective leak diameter test (m3/s) 6B INLET_PRESSURE_ORIFICE Inlet pressure to orifice for effective leak diameter test (kPa) 6B ATMOSPHERIC_PRESSURE Atmospheric pressure to orifice for effective leak diameter test (kPa) 6B TEMPERATURE_FLOWING_MEDIUM Temperature of flowing medium for effective leak diameter test (K) As required in California’s regulations (13 CCR Sections 1961 and 1961.2), manufacturers must certify equivalent California vehicle models to a standard that is as stringent as the federal standard or to a more stringent California standard. As a result of recent adoption of Tier3 exhaust standards by U.S. Environmental Protection Agency (U.S. EPA), this update will include U.S. EPA’s Tier3 exhaust standards and test fuels for use by manufacturers when certifying under California’s cleaner federal vehicle rule. This notice serves as an announcement that the InfoPath form, XML schema, Data requirements and User guides will be updated on the E-Cert website on June 6th, 2016. LDV manufacturers will have testing period between June 28th and July 29th. The E-Cert system will begin accepting and processing LDV certification applications that meet the new requirements on August 1st, 2016. Manufacturers can continue submitting applications using current data requirements until July 31th, 2016.
