CAP AND TRADE

Climate plan faces legal turbulence. The cap-and-trade system
designed to control greenhouse gas emissions in California is
facing legal obstacles. Businesses need to purchase a permit for
each ton of emissions they are responsible for. However, the
legislation that the system is based on has outlined targets for
reducing emissions until 2020 and does not extend beyond that.

AIR POLLUTION

With fire, agency issues warning on air quality. The local health
department sent out an alert advising residents about air-quality
impacts from the wildfire near Big Sur. The following is that
announcement: The Monterey Bay Air Resources District advises air
quality in portions of San Benito County is being affected by
smoke from the Soberanes wildfire.

CLIMATE CHANGE

Study links global warming to rise in waterborne illnesses.
Rising global temperatures are clearly linked to increasing
waterborne food poisoning, particularly from eating raw oysters,
along with other nasty infections, a new study shows. About a
dozen species of vibrio (VIB'-ree-oh) bacteria make people sick
from eating raw or undercooked seafood or drinking or swimming in
tainted water.

Wolk’s climate change bill gets fiscal approval. The Assembly
Committee on Appropriations voted 13-6 last week to approve a
measure by Senator Lois Wolk, D-Davis, to promote the protection
and management of natural and working lands as part of
California’s ongoing efforts to meet its climate change goals.“

2016 Third Warmest for U.S. Through July. In the midst of the dog
days of summer, the U.S. is still having its third-hottest year
on record through July. The month also saw two states — New
Mexico and Florida — clinch their hottest July, while Alaska
continued to stay on track for its warmest year in the books.

Calif. doctor makes climate-sick nature his full-time patient. On
a sunny weekday morning, Dr. Bruce Bekkar stood on the beach in
this north San Diego County town and gestured to a dark line in
the sand where high tide typically lands. Clad in khaki shorts, a
blue T-shirt and flip-flops, Bekkar, 61, then turned and walked
30 feet away from the water, off the end of the sand, down a
beach access path and past the front of…

DROUGHT

California plans to log its drought-killed trees. Cutting down
dead trees may not reduce wildfire risk. Looking north from Blue
Canyon near Shaver Lake, copper-colored forests blanket mountain
slopes that stretch ridge after ridge to the horizon. The patches
of fading green that dappled these hillsides last fall have
merged into an unbroken cover of rust-needled pines.

16-year-old South African invents wonder material to fight
drought. South Africa's worst drought in recorded history has
left eight of the country's nine provinces in a state of
disaster, with thousands of communities and millions of
households facing water shortages. The agricultural union Agri SA
has requested over $1 billion in government subsidies to help
farmers through the crisis...

DIESEL ACTIVITIES

Coming this fall: yellow school buses powered by green energy.
The back-to-school routine never changes. Kids get out of bed,
get dressed, and eat some breakfast before running out of the
house with backpacks in tow to wait for the diesel-powered yellow
school bus. This year, though, four buses will arrive in
Massachusetts that are much greener — not in color, but in their
carbon footprint.

VEHICLES

Karma to sell its luxury plug-in hybrid car through eight U.S.
dealerships. Karma Automotive said Monday it will start selling
its luxury plug-in hybrid car this year at eight U.S. and two
Canadian auto dealerships, including one in Pasadena. Called the
Revero, the four-door sedan runs on gasoline and electricity and
is expected to cost $100,000 or more. It’s a would-be rival to
the premium electric cars produced by Tesla Motors Inc.

Car emissions aren't falling, so use cap and trade? Experts and
officials are starting to weigh new ways to cut carbon pollution
from vehicles as fuel economy standards fail to lower emissions
on U.S. roadways. Suggestions include a cap-and-trade system and
more electrification. The Obama administration has embraced a
goal of reducing 80 percent of 2005 light-duty vehicle greenhouse
gas emissions by 2050…

VW RECALL

Diesel lobby group slams VW mitigation plan, says it will miss
clean-air targets. The preliminary Volkswagen diesel settlement
includes not only provisions for buybacks and vehicle
modifications, but also funding for mitigation of the
environmental damage caused by excess pollution from the affected
TDI cars.

California's regional electricity grid plan on hold. Gov. Jerry
Brown’s plan for a regional electricity grid is being put on hold
this year, and lawmakers are no longer expected to consider a
measure that would allow California to partner with five other
states in buying and selling power. The governor and state
regulators hope more interstate cooperation would eventually help
spread clean energy through the region…

Reinforcing the Important Cycle of Reducing Emissions and
Improving Technology. During the United Nations climate talks in
Paris in December 2015, 195 nations along with the EU drafted an
agreement to address climate change by meeting nationally
determined emissions-reduction targets. However, some experts
feel that the national targets mentioned in the Paris Agreement…

Smog and mirrors won’t clean Southern California’s dirty air:
Guest commentary. Later this year, regulators at the South Coast
Air Quality Management District will finalize the most important
clean air plan in decades. The plan comes at a time when progress
to clean our air has stalled and public scrutiny of the agency is
high.

Climate change altering Lake Tahoe. As a young reporter, Mark
Twain visited Lake Tahoe. It’s clear, cobalt blue water so
entranced him that he wrote of it later, in "The Innocents
Abroad." "I have fished for trout, in Tahoe," Twain wrote, "and
at a measured depth of eighty-four feet I have seen them put
their noses to the bait and I could see their gills open and
shut."

Obama's deluded and illegitimate battle against climate change.
Rarely and only superficially discussed among the current raging
policy debates is the proliferation of federal measures “to
battle climate change.” Without much scrutiny, this
Administration keeps ratcheting up the scope and stringency of
executive “climate action” now institutionalized across the
federal government. Step-by-step, these “climate actions” are
dismantling the energy systems…

Drought conditions slow the growth of Douglas fir trees across
the West. Nearly a century of growth rates suggest climate change
will further stress Douglas firs in coming decades. Whether
growing along the rim of the Grand Canyon or living in the mist
with California's coastal redwoods, Douglas fir trees are
consistently sensitive to drought…

How U.S. Solar Is Doing So Far This Year – And What The Industry
Needs To Do. The passage of the federal investment tax credit
(ITC) extension in December provided the U.S. solar industry with
long-overdue economic stability. Everyone took a deep breath and
prepared for a phenomenal 2016. So how are we doing? Well, 2016
looks terrific – but potential clouds are on the horizon for 2017
unless the industry prepares for the future.

One Final Push On Clean Air Standards For Our National Parks.
Earlier this year we celebrated when the Environmental Protection
Agency (EPA) put forth a new set of proposals that would control
the polluting haze in our National Parks caused by sources like
nearby coal plants, oil and gas operations and vehicles.

Three Lessons on Water Accounting for California. Californians
are known to take pride in the state’s many exceptional
characteristics. But in at least one important area, we’d be wise
to learn a thing or two from our neighbors. Not only are the
Golden State’s water management challenges shared by other
western states, but many of these places use more advanced
practices to understand how much water is available…
