AIR POLLUTION

China Turns to Free Markets to Tame Fossil-Fuel Pollution. There
are at least three good reasons why China is likely to succeed in
starting the world’s biggest carbon-trading market when its
efforts to limit pollution kick in next year. The government
wants to put a cost on emissions of toxic smog to control
pollution in industrial cities, starting with Beijing.

Dairy officials blast air board over proposed methane-reduction
goals. California dairy officials have launched a new public
relations blitz aimed at pending legislation sponsored by the
California Air Resources Board (ARB) that would mandate a 40
percent overall reduction in greenhouse gas emissions — including
a 75 percent reduction of dairy methane emission by 2030.

EPA finalizes requirements for fine particulate standard. U.S.
EPA has wrapped up work on the requirements for state and local
air regulators to comply with the 2012 fine particulate standard.
The final rule sets out a two-tier classification approach for
counties and other areas failing to meet the standard, according
to a summary on the agency's website.

FUELS

Engineered bacteria use sunlight to turn CO2 into methane.
Scientists have engineered a bacterium that can take carbon
dioxide from the air and turn it into fuel in a single enzymatic
step. The process draws on sunlight to produce methane and
hydrogen inside the bacterium Rhodopseudomonas palustris, in
essence reversing combustion. These engineered bacteria could
guide scientists toward better carbon-neutral biofuels.

VW RECALL

VW says it's reached agreement to resolve supplier dispute.
Volkswagen says it has reached an agreement with two suppliers in
a dispute that forced the company to suspend production of some
models in Germany. News agency dpa reported Tuesday that the
automaker said the suppliers will quickly resume deliveries. No
details were released.

GREEN ENERGY

Chile's solar price hits record global low. The contract price
for utility-scale solar power reached a new world low last week
as a Spanish energy firm agreed to sell output from a
120-megawatt solar farm in Chile for $29.10 per megawatt. That's
80 cents lower than the current record price set in the United
Arab Emirates earlier this year.

Fight the drought with desalination. Despite winter’s modest
rainfall, California remains mired in its fifth year of drought.
Sixty percent of the state has been categorized by the State
Water Resources Control Board as being in severe or extreme
drought. Hardest hit is the Central Coast and Central Valley,
much of which is in the worst category of exceptional drought.
