CAP AND TRADE

Washington state’s new cap-and-trade rule tackles global warming.
Washington State adopted a controversial rule Thursday to limit
greenhouse gas emissions from large carbon polluters, joining a
handful of other states in capping emissions to address climate
change. State environmental regulators finalized the Clean Air
Rule, which requires large industrial emitters to gradually
reduce carbon emissions over time.

Obama: Oceans key to protecting planet from climate change.
Creating the Atlantic Ocean's first marine national monument is a
needed response to dangerous climate change, oceanic dead zones
and unsustainable fishing practices, President Barack Obama said
Thursday. The new Northeast Canyons and Seamounts Marine National
Monument consists of nearly 5,000 square miles of underwater
canyons and mountains off the New England coast.

U.N. 'certain' Paris climate deal will enter into force by
end-2016. U.N. officials have said they are confident the Paris
climate change agreement will enter into force by the end of
2016, with at least 20 countries indicating they will join it at

Cocoa Production Could Be Devastated by Climate Change, Experts
Warn.
Industry needs to make crops more resilient to rising
temperatures and unpredictable rainfall patterns, forum hears.
The cocoa industry must try to adapt to climate change or risk
disastrous effects on global production, a group of cocoa
industry experts and scientists said Thursday, speaking at the

Will climate change make California’s droughts worse? A mountain
lake offers clues. In 2000, researchers took a coring from the
bed of a small, shallow lake in the Eastern Sierra Nevada
mountains. They analyzed the organic matter and chemicals in the
sediments to reconstruct a climate record of the past 10,000
years. They then compared it with reconstructions of ancient
ocean temperatures.

Global warming can make a drought last for a century, says UCLA
study. Fossil fuel emissions may be mimicking the effects of some
catastrophic environmental phenomena. Greenhouse gases trapped in

Sea ice, near record low, is 'not rebounding'.   A light winter
snow fell on Barrow, Alaska, this week as scientists reported
that the ice cover off Barrow's Arctic shores had declined to its
second-lowest level in satellite history, tied with 2007. The
National Snow and Ice Data Center in Colorado reported yesterday
that 1.6 million square miles of ice covered the Arctic Ocean on
Saturday.

California drought: August not so hot for water conservation.
Water conservation efforts have been slipping in the Coachella
Valley during the past month, according to figures released by
the area’s water agencies. The stats on water use in August

VEHICLES

EU will take action against states over car emissions. The
European Union will take legal action against some member states
for failing to police car emission rules, its industry
commissioner said on Friday, and is stepping up efforts to seek

Los Angeles eyes switching to 100% renewable power. Los Angeles
could be the next California city to set a plan for switching to

MISCELLANEOUS

An energy company just debuted a shoe made from power plant
emissions.  A new sneaker made of recycled carbon dioxide barely
leaves a footprint — on the environment, that is. Energy company
NRG has debuted a shoe with a primary material that incorporates
gaseous waste, or effluent, emitted by power plants. To make the
sneaker, the effluent is captured and cooled, and the CO2 in it
is separated out.

Ethanol is beneficial but still needs oversight. In a region that
was built by oil refining, it's a tough thing to wrap your mind
around: Ethanol is cheaper than gasoline and boosts fuel octane,
thus helping engines perform better. And contrary to persistent
claims by the oil industry, it does not appear to damage engines.
For years the oil industry has grudgingly tolerated ethanol, but
now the dispute it hitting a higher gear.

Washington State Finally Releases a Carbon Cap Rule. After years
of trying and failing to get the state legislature to take carbon
emissions seriously, the Washington State Department of Ecology
has released the final version of its much-debated carbon cap
rule. The rule, which was retracted as a draft back in February,
