CAP AND TRADE

Valley Affordable Housing Projects To Get Cap-and-Trade Funds. A
number of affordable housing projects in Fresno, Tulare and Kern
Counties are getting a financial boost from the state’s
cap-and-trade program. The state’s Strategic Growth Council
announced Wednesday that the four developments will receive
around $50 million from the program, which aims to reduce
residents’ reliance on cars, through supporting
"transit-oriented" development.

State overestimated impact a carbon tax would have on electricity
prices. The state overstated by about fourfold the impact that a
carbon tax ballot measure would have on the price of electricity
in 2020. The mistake has now been corrected. The State Department
of Commerce overstated by about fourfold the impact that a carbon
tax ballot measure would have on the price of electricity in
2020…

Here's where $289M in cap-and-trade cash will go. More than $289
million in revenues from California's cap-and-trade program will
fund 25 affordable housing projects aimed at getting people out
of cars and cutting vehicle greenhouse gas emissions. California
this week pledged the money to developments all over the state,
with the biggest winner in Redding, north of Sacramento.

CLIMATE CHANGE

Dutch government: may meet 2020 carbon emission goals after all.
The Dutch government may meet its 2020 carbon dioxide emission
goals after all, it said on Friday, thanks to a more rapid
rollout of wind energy and 100 million euros ($110 million) in
extra spending. Prime Minister Mark Rutte called the goal "within
grasp" after the Dutch Environmental Assessment Agency estimated
carbon reduction by 2020 will be around 23 percent…

We’re placing far too much hope in pulling carbon dioxide out of
the air, scientists warn. In the past decade, an ambitious — but
still mostly hypothetical — technological strategy for meeting
our global climate goals has grown prominent in scientific
discussions. Known as “negative emissions,” the idea is to remove
carbon dioxide from the air using various technological means…

AP Explains: Why potent greenhouse gases are meeting's focus.
Greenhouse gases that are more powerful than carbon dioxide are
the focus of a global gathering this week in Africa. Experts say
cutting hydrofluorocarbons, or HFCs, is the fastest way to reduce
global warming.

Carbon emissions from U.S. power generation fall to 25-year low.
While automakers work to meet stricter carbon-emissions
standards, another sector of the U.S. economy has already made
notable progress in reducing its emissions. Carbon-dioxide (CO2)
emissions from electricity generation during the first six months
of 2016 were the lowest since 1991, according to the U.S. Energy
Information Administration (EIA).

The last time Earth warmed this fast, a comet may have done it.
Evidence collected along the New Jersey coastline suggests that
the collision of a comet or other extraterrestrial body 55
million years ago coincided with an intense warming period that
is the closest comparison to today's climate change. The period
of warmth, called the Paleocene-Eocene Thermal Maximum (PETM),
was preceded by a rapid release of carbon into the atmosphere…

New source rule 'far exceeds' EPA authority, foes tell court.
States, industry groups and power companies yesterday fired their
opening shots in the legal battle over the Obama administration's
carbon rule for new power plants. U.S. EPA has failed to show
that carbon capture and storage technology has been adequately
demonstrated and that the rule's carbon dioxide limits are
achievable…

DROUGHT

The Ocean Isn't the Answer in California. Whenever there’s a
drought in California, a seemingly obvious source of new water
supply beckons. The state abuts a giant ocean. Why not just take
the salt out of some of that seawater? It’s the high-tech,
forward-looking thing to do, right? It’s also the really
expensive thing to do.

What a weak La Niña weather forecast means for drought-stricken
Southern California. A late La Niña — El Niño’s much drier cousin
— is predicted to appear in November, albeit a weakened version
drained of its power to affect weather in California, climate
watchers said Thursday. The National Oceanic & Atmospheric
Administration’s Climate Prediction Center called for a 70
percent chance of the flip side of El Niño arriving next month.

Record corn crop harvest predicted. U.S. farmers will harvest a
record corn crop this year, the Department of Agriculture said,
helping to fuel increased production of ethanol.
The department said in its latest monthly forecast that corn
production will reach 15.1 billion bushels, based on a yield of
173.4 bushels per acre, both the highest on record.
The forecasts were down slightly from September estimates, but
the harvest and other market signs point to a modest increase in
corn used for ethanol…

VW RECALL

EV leaders, politicians sound alarm bells over settlement. A
proposed settlement gives Volkswagen too much power over how it
spends $2 billion to promote electric vehicles, according to
California lawmakers, the EV charging industry, states and
environmentalists. They are calling on the court and federal
regulators for more transparency, oversight and public input.
Volkswagen agreed to pay $14.7 billion in a proposed settlement
with U.S. car owners and regulators over its emissions tests
cheating.

The pricing of carbon is inevitable, best to plan ahead. At
Climate Week New York we launched our fourth annual global carbon
pricing report. Each year we ask major multinationals who
disclose to their investors and business customers through CDP if
they are applying an internal price on carbon, and how they are
using this to better manage climate-related risk and reduce
carbon emissions.
