EPA moves forward with optional cap-and-trade system for climate
rule. The Obama administration is moving forward with an optional
cap-and-trade system that states could use to comply with its
climate change rule for power plants. The Environmental
Protection Agency’s (EPA) final model trading rule went to the

Delhi Closes Over 1,800 Schools in Response to Dangerous Smog.
For the first time ever, more than 1,800 public primary schools

SoCal had worst smog season in 6 years. Hot, stagnant weather
made the summer of 2016 Southern California's worst smog season
in six years. Smog, also known as “ozone," is a complicated
pollutant: It’s formed when nitrogen oxide and volatile organic
chemical emissions from cars, trucks, and natural sources like
trees combine with sunlight and stagnant air.

Every trans-Atlantic flight melts Arctic sea ice — study. Picture
a block of Arctic sea ice melting with every flight from New York
to London and back. A new study shows that each person's share of
the carbon emissions from a round-trip transcontinental plane
ride contributes to the loss of about 32 square feet of Arctic
sea ice, a study published yesterday in Science has found. It's
the same effect when you drive a car for about 1,000 miles.

DROUGHT

Feds say 25% of California is drought-free, but state experts are
still cautious. A rainy October in Northern California has lifted
about a quarter of the state out of drought conditions, the U.S.
Drought Monitor reported Thursday. It’s the rosiest picture
released by federal officials since the spring of 2013, when
about 64% of the state was considered to be in “moderate drought”
— or worse.

heavy dousing of autumn rain in Northern California has lifted a
quarter of the state out of drought, the highest percentage in
more than three years, according to a new federal report
Thursday. Water officials who oversaw mandatory water

VW RECALL

Volkswagen gets approval for fix on another 2.6 million cars.
Volkswagen (VOWG_p.DE) has received regulatory approval for
technical fixes on more cars in Europe affected by its diesel
emissions scandal, it said on Friday, meaning it can now recall
another 2.6 million vehicles. Volkswagen (VW) admitted last year
it had installed software that deactivated pollution controls on
more than 11 million diesel vehicles sold worldwide.
