Canada agrees on national carbon price, but tensions remain. The
Canadian government on Friday reached a deal with eight of the 10
provinces to introduce a landmark national carbon price, which
Prime Minister Justin Trudeau says will help Canada meet its
international climate change obligations. The agreement was only
struck after hours of heated talks and energy-producing
Saskatchewan did not sign up…

Oil lobbyists seek revenue from carbon tax. Petroleum lobbyists
in Canada are pushing for revenue from oil and gas taxes to be
fed back into the industry. Greenpeace Canada recently obtained a
brief put together by the Canadian Association of Petroleum
Producers in August stating that pricing mechanisms should be
funneled to "a vibrant and competitive oil and gas sector," while
simultaneously working to reduce greenhouse gas emissions.

CLIMATE CHANGE

Trump transition team for Energy Department seeks names of
employees involved in climate meetings. Donald Trump’s transition
team has issued a list of 74 questions for the Energy Department,
asking agency officials to identify which employees and
contractors have worked on forging an international climate pact
as well as domestic efforts to cut the nation’s carbon output.
The questionnaire requests a list of those individuals who have
taken part in international climate talks…

California's climate fight could be painful — especially on job
and income growth. Californians are likely to pay more for
gasoline, electricity, food and new homes — and to feel their
lives jolted in myriad other ways — because their state broadly
expanded its war on climate change this summer. The ambitious new
goals will require complex regulations on an unprecedented scale,
but were approved in Sacramento without a...

California weighs plan for reducing short-lived climate
pollutants. Among the sweeping climate legislation that
California lawmakers passed at the end of last session was Senate
Bill 1383, mandating a major cut in the state’s emissions of
“short-lived climate pollutants” by 2030. These greenhouse gases,
such as black carbon, methane and hydrofluorocarbons, have a
shorter atmospheric life than carbon dioxide…

States in Lead Role if U.S. Backs Off. President-elect Trump as a
campaigner had vowed to reverse the Obama Administration's
climate policies. But California, New York and some other states
may pick up the pace on their own climate initiatives in 2017 and
beyond. Less than two days after Donald Trump was elected to be
president, California Governor Jerry Brown issued a short
statement: Changes coming in 2017 graphic “In California…

Trump Tabs Another Climate Denier, This Time for Interior. U.S.
Rep. Cathy McMorris Rodgers, a sixth-term Republican from
Washington State who is a climate change denier and an ardent
opponent of regulations for greenhouse gas emissions, has been
nominated by President-elect Donald Trump for Secretary of
Interior. If McMorris Rodgers is confirmed by the U.S. Senate,
she would govern the management of more than 500 million acres of
federal public lands…

For Tillerson, climate change is an 'engineering problem' In his
years leading Exxon Mobil Corp., Rex Tillerson has accepted the
dangers of climate change, a departure in many ways from his
legendary predecessor, Lee "Iron Ass" Raymond, who often shouted
at stockholders who broached the topic. Yet Tillerson hasn't
moved with vigor on the climate subject. the 64-year-old Texan
views climate change as an engineering problem that calls for a
nuts-and-bolts solution.

Reading between the lines of ice core data. Scientists have
developed a new technique to help them draw out fragments of
hidden data from the chaos within ice cores. The technique is
based on "information theory," a system of quantifying and
communicating information, which was first used to create more
reliable methods of European-American communication in the 1940s.

Global Coal Use to Stall as India Props Up Growth, IEA Says. Coal
demand will “stall and plateau” over the next five years as
declines in Europe and North America are offset by growing
consumption. The fuel’s share of total electricity generation
will fall to 36 percent in 2021 from more than 41 percent in
2013…

Oil price surges as Opec and non-Opec members agree deal to cut
output. First deal for 15 years seen as game changer by analysts,
who forecast oil price will rise further from $57 a barrel. Oil
prices have surged to a 17-month high after a group of the
world’s largest producers, including Saudi Arabia and Russia,
agreed to reduce output in a landmark deal.

Scientists struggling to understand rapid rise of potent GHG.
Scientists are redoubling efforts to understand why
concentrations of methane are rising faster now than at any time
in the past two decades, unlike carbon dioxide. The uptick in
methane, which has a powerful but short-lived greenhouse gas
effect, over the past decade puts the world on a higher global
warming trajectory.

Porsche too said to use 'defeat device' software for gasoline
cars. It's been 15 months since news broke that VW Group had used
"defeat device" software in its diesel cars and SUVs that let
them emit far more than permitted levels of nitrogen oxides in
real-world use. Even now, however, the Volkswagen diesel scandal
continues to grow new tentacles as investigators uncover
additional apparent instances of wrongdoing.

GREEN ENERGY

Trump team casts a cold eye on renewables. President-elect Donald
Trump loves fossil fuels, but what does he really think of
renewable energy? Some early hints are found in the questions his
transition team posed to Energy Department staff in a memo leaked
last week. That document suggests that renewable energy will get
greater scrutiny and a far tougher hearing at DOE after Trump
comes to office.

Al Gore’s new climate change movie arrives just in time. The
Sundance Film Festival will open in January with a new climate
change movie from Al Gore — and the timing, unfortunately, could
not be better. Paramount Pictures and Participant Media announced
Friday that the follow-up to the 2006 Oscar-winning documentary,
“An Inconvenient Truth” — in which filmmaker Davis Guggenheim

An Enemy of the E.P.A. to Head It. Had Donald Trump spent an
entire year scouring the country for someone to weaken clean air
and clean water laws and repudiate America’s leadership role in
the global battle against climate change, he could not have found
a more suitable candidate than Scott Pruitt, the Oklahoma
attorney general, whom he picked on Wednesday to run the
Environmental Protection Agency.

If Trump Rejects Paris Climate Accord, Could California Sign On?
With President-elect Trump’s pro-fossil fuel rhetoric and the
future of the international climate treaty looking cloudy, some
are hoping California take over leadership on the international
stage. That’s raised an unprecedented question: if the US pulls
out of the international climate treaty, as Trump has said he
wants to, could California sign on to it?
