An annual report of each transit agency’s fleet composition of
urban buses and transit fleet vehicles for the 2016 calendar year
is due to the Air Resources Board no later than January 31, 2017.

All transit agencies subject to Fleet Rule for Transit Agencies
are required to log in and update their fleet list reflecting
changes to the fleet for the 2016 calendar year.   If no changes
occurred in 2016, the transit agency must still log in, and
complete the survey to confirm the fleet composition is correct
by finalizing the reporting process.  This will be the last year
reporting is required for medium and smaller size transit
agencies with less than 150 urban buses.  Transit agencies
operating 150 or more urban buses must continue reporting
annually through 2027.

Background

The Fleet Rule for Transit Agencies is designed to reduce both
diesel particulate matter (PM) and oxides of nitrogen (NOx)
emitted by urban buses and transit fleet vehicles that are owned
and leased by transit agencies.  The rule mandates that transit
fleet agencies meet emission reduction requirements for both
diesel PM and NOx, which can be achieved through the use of
alternative fuels and through the application of Best Available
Control Technology (BACT). 

Proposed amendments to the Fleet Rule for Transit Agencies,
called Advanced Clean Transit, are currently in development as
part of ARB’s strategy to transition heavy-duty vehicles to zero
and near-zero emission technologies to meet air quality, climate
and public health protection goals.  The control measure would
support the use of renewable fuels, low NOx engines when
available, and the phase-in zero emission buses and other modes
over time.
