The 2017 Carl Moyer Truck Improvement/Modernization Benefiting Emission Reductions (TIMBER) funding table is now available. Mail-Out #MSC 16-19 includes the updated table which will go into effect on January 1, 2017. Mail-Out #MSC 16-19 can be found at: http://www.arb.ca.gov/msprog/mailouts/mouts_16.htm. All approved updates are incorporated into the latest TIMBER Supplemental Documents and can be found at: http://www.arb.ca.gov/msprog/moyer/guidelines/current.htm. There have been two revisions to the funding table in the Carl Moyer Truck Improvement/Modernization Benefiting Emission Reductions (TIMBER) Program Supplemental Documents. The first revision increases the cost-effectiveness limit to the current Carl Moyer Program cap of $18,260 per ton which reduces usage requirements at some funding levels. The second revision affects applicants opted in to the Small Fleet option of the Statewide Truck and Bus Regulation: As of January 1, 2017, trucks under this compliance path with engine model years 1999 and older will have only two years of surplus remaining prior to the January 1, 2020, compliance deadline. In order to accommodate the shortened surplus period for these trucks, an additional column has been added to the funding table on page 45. Trucks under this option with engine model years 2000 and newer will continue to receive the same funding amounts as trucks opted in to the NOx Exempt Area extension. Beginning January 1, 2017, owners of only one unfiltered truck will no longer be eligible for TIMBER funding. This is either because they will have less than one full year of surplus (Log Truck Phase-in) or because they are past their deadline to filter (NOx Exempt). Background: The TIMBER program is a streamlined funding option for on-road heavy-duty log truck replacements under the Carl Moyer Program. The goal of the TIMBER program is to provide incentive funding opportunities to encourage early action by fleets utilizing the Truck and Bus Regulation's Log Truck Phase-In option, the NOx Exempt Area extension, and the Small Fleet option.
