Date: Tue, 26 Jun 2001 10:35:42 -0700 From: steve mara Subject: aaqs Particulate Matter Standard Review Status Particulate Matter Standard Review Status At the June 28, 2001 meeting of the Air Resources Board (ARB), staff will present an informational item regarding the current status of the review and revision of the Ambient Air Quality Standards for particulate matter (PM), including sulfates. ARB staff is currently working with staff from the Office of Environmental Health Hazard Assessment (OEHHA) to review the scientific bases regarding health effects and exposure to PM to determine how to revise the PM standards. Short- and long-term exposure to PM has been associated with increased mortality and cardiopulmonary disease in a number of epidemiology studies. Staff expects to present its recommendations for revising the PM Standards to the Board in April 2002. The purpose of the informational item is to discuss with the Board the issues that are likely to be raised as the ARB and OEHHA staff develop their recommendation to revise the PM standards. The staff presentation will focus on the following issues: the purpose of air quality standards; the four elements of a standard (the pollutant, the averaging time of exposure, the level of exposure, and the monitoring method to evaluate attainment); existing California standards for particulate matter; the complexity of particulate matter emissions and exposure; the health effects associated with long-term and short-term exposures to particulate matter; and the studies that may be useful in revising the air quality standard for particulate matter. Staff will not be presenting possible recommendations for revising the PM standards. Finally, the California Health and Safety Code specifies that state Ambient Air Quality Standards consider only issues of health and welfare. Issues relating to implementation of a standard, for example its technological feasibility, and environmental and economic impacts, are considered only when specific implementation measures and regulations are proposed. These factors are not a part of the standard itself. The final staff presentation will be made available on the ARB’s Standards web site and notification will be made through the air quality standards list serve when available. The Report is now scheduled for release to the public on November 30, 2001. Once the report is ready, a notice will be sent out on this list serve in order to broadcast its availability as well as the location where it may be downloaded. As a consequence of this delay, the Sacramento public workshop will be delayed until Friday, December 7, 2001. The remaining public workshops will take place as originally scheduled. Comments received by the close of business on Friday, January 11, 2002 will be forwarded to the Air Quality Advisory Committee (AQAC) for consideration at their meeting January 23-24, 2002 in Berkeley, California. There will be a time period for public comments at the AQAC meeting. After the AQAC meeting, all public comments will be considered by the ARB and Office of Environmental Health Hazard Assessment (OEHHA) in subsequent revisions of the document, with a final draft Report scheduled to be released to the public at the beginning of March, 2002. All public comments will be accepted up to and including the Board meeting scheduled for May 16, 2002.
