The Guidelines Regulation, which was first adopted by the ARB in 1989, specifies how emissions are required to be reported by facilities under the “Hot Spots” program. It was last amended in 1997. Since that time, the ARB has adopted an ATCM to reduce emissions from diesel-fueled stationary engines, and improved health effects values for toxic air pollutants and new risk assessment methodologies have been developed by the California Office of Environmental Health Hazard Assessment (OEHHA). At these workshops, we will discuss proposed amendments to the Guidelines Regulation that will reflect this new information, much of which is already routinely being used in many Cal/EPA programs. Specifically, we are proposing to amend the Guidelines Regulation to align with the ATCM for stationary diesel engines. By harmonizing the Guidelines Regulation with the ATCM, the “Hot Spots” requirements are streamlined for facilities that have complied with the ATCM reporting and emission control requirements, thereby minimizing the workload for facilities with diesel engines. The proposed amendments will also incorporate the 2003 OEHHA Air Toxics “Hot Spots” Program Risk Assessment Guidelines, which are already being used by local air pollution control and air quality management districts as they continue to implement the Guidelines Regulation.
