The release commences a 45-day public review and comment period. The Supplement provides an expanded analysis of the five alternatives to the Scoping Plan analyzed in the FED: a no project alternative, an alternative based on cap-and-trade, an alternative based on source-specific regulatory requirements, an alternative based on a carbon fee or tax, and an alternative program based on a variation of proposed strategies. California needs clean and efficient vehicles to meet its health and climate change goals. We are holding three evening workshops throughout the state to hear your input as we develop the Advanced Clean Car regulations. In addition, ARB is preparing an environmental analysis (known as a Functional Equivalent Document, or FED) as required under the California Environmental Quality Act. This analysis will identify potentially significant environmental impacts of the proposed Advanced Clean Cars regulations, and feasible mitigation for such impacts. These meetings will also serve as scoping meetings for the FED, to receive input as to what elements you consider important for inclusion in the environmental analysis. The Final Supplement provides an expanded description and environmental analysis of the five alternatives analyzed in the 2008 AB 32 Scoping Plan Functional Equivalent Document: (1) a no project alternative; (2) an alternative based on cap-and-trade; (3) an alternative based on source-specific regulatory requirements with no cap-and-trade component; (4) an alternative based on a carbon fee or tax; and (5) an alternative program based on a variation of proposed strategies. The Final Supplement was released in draft form on June 13, 2011 for a 45-day public review and comment period that concluded on July 28, 2011. A total of 109 written comments were received during the public comment period, and several oral comments were also received at a public workshop that was held on July 8, 2011. Written responses to these comments have been prepared by ARB staff and are included in the Responses to Comments on the Supplement to the AB 32 Scoping Plan Functional Equivalent Document (Responses to Comments). The Final Supplement, the written comments received by ARB, and the Responses to Comments are available to view or download on ARB’s website at http://www.arb.ca.gov/cc/scopingplan/scopingplan.htm. A Board hearing is scheduled for August 24, 2011 at 9:00 a.m. at the Byron Sher Auditorium, Second Floor, 1001 I Street, Sacramento, California. At the hearing, the Board will consider for approval the Final Supplement, along with Responses to Comments and the AB 32 Scoping Plan Functional Equivalent Document. The Board will also make a decision on whether to approve the AB 32 Scoping Plan, as proposed by staff, or to instead direct staff to pursue a different alternative.
