Short-lived climate pollutants (SLCPs) include methane, tropospheric ozone, black carbon, and fluorinated gases. They are powerful climate forcers that remain in the atmosphere for a much shorter period of time than longer-lived climate pollutants, including carbon dioxide. Their relative potency, when measured in terms of how they heat the atmosphere, can be tens to thousands of times greater than that of carbon dioxide (CO2). Senate Bill 605 (Lara, Chapter 523, Statutes of 2014) requires ARB, in coordination with other state agencies and local air districts, to develop a SLCP Strategy by the end of 2015, to further reduce SLCP emissions in California. The Concept Paper presents initial ideas that will be considered and evaluated in the coming months by ARB staff, in coordination with other agencies, as it develops a SLCP Strategy pursuant to SB 605. The concepts included in this discussion draft do not represent commitments at this time, nor do they comprise an exhaustive list of elements or considerations that may be included in the Strategy or shape its development. The California Department of Public Health (CDPH) Climate and Health Team has been in transition, and will resume meetings of the CAT Public Health Work Group (PHWG) again this fall on Tuesday, October 13 from 1-4pm. The upcoming October meeting will focus on adaptation planning with local health departments and community partners to weather the health impacts of climate change. A detailed agenda will be forthcoming soon. The Climate and Health Team said a fond and grateful farewell to Dr. Neil Maizlish when he retired in the spring (though he will continue to work in the field), and Brooke Sommerfeldt’s last day with CDPH is October 2nd. New Team Linda Helland, MPH, CPH, and Dan Woo, MS, MPH, have recently joined the CDPH Office of Health Equity, Climate and Health Team, and will coordinate the PHWG quarterly meetings. Linda serves as the lead for the Climate and Health Team. Linda spent 15 years at Mendocino County Public Health, most recently as Senior Program Manager for the Prevention and Planning Unit, where she oversaw 16 programs and 14 staff members working with community coalitions on upstream preventive public health programs and policy development to make the healthy choice a little bit easier and to prevent illness before it starts. Linda obtained her BA from Earlham College, her MPH from San Jose State University, and a certificate in Land Use & Environmental Planning from UC Davis Extension. Linda is thrilled to do work that combines her two passions of health equity and climate change. Dan brings a decade of experience in the planning and design fields, with focus on sustainability in the built environment. Dan's interests center on determining how our physical and social environments can promote long term public and ecological health through policy, planning, and design, with particular emphasis on addressing the health impacts of climate change. Dan also brings experience in climate and health communication, with expertise in graphics and visualization. Dan holds a BS in Design and Environmental Policy Analysis and Planning, an MS in Community Development, and an MPH, all from UC Davis, and is a LEED Accredited Professional for neighborhood development and building design and construction. Short-lived climate pollutants (SLCPs) include methane, black carbon, and fluorinated gases. They are powerful climate forcers that remain in the atmosphere for a much shorter period of time than longer-lived climate pollutants, including carbon dioxide. Their relative potency, when measured in terms of how they heat the atmosphere, can be tens to thousands of times greater than that of carbon dioxide. Senate Bill 605 (Lara, Chapter 523, Statutes of 2014) requires ARB, in coordination with other state agencies and local air districts, to develop a SLCP Strategy by the end of 2015, to reduce SLCP emissions in California. The Draft Strategy describes ongoing and potential new measures to reduce SLCP emissions from major sources in the State, and describes current and future research needs for improving the SLCP emission inventory and better understanding potential mitigation measures. The Draft Strategy will be discussed at public workshops in October. Comments received on the Draft Strategy will inform the development of a Proposed Strategy, which will be will presented to the Board in late 2015. During the workshop and separate webinar, interagency staff will provide an overview of the process for preparing the Action Plan and its envisioned content, as well as seek public input on what measures, incentives, and partnerships are needed to develop a sustainable freight transport system in California. Each workshop and webinar will follow the same format and show the same presentation. Staff will give a presentation at the Main location, which will be broadcast to satellite locations. Staff will be available at the satellite locations to assist with questions. Specific locations and workshop materials, including an agenda, will be forthcoming. The Action Plan will include specific recommendations, actions, investments, and milestones agencies can consider developing and build a sustainable freight transportation system that will demonstrate California’s private and public leadership in advancing statewide and national freight priorities, objectives, and goals, and accomplishing statewide goals, such as the targets identified in the Executive Order. The State will establish clear targets for improving freight efficiency and transitioning to zero-emission technologies in the freight transport system, while continuing to support California’s economy. The Action Plan will identify State policies, programs, and investments that can achieve those targets. The State will also initiate work on identifying corridor level freight pilot projects within the State’s primary trade corridors that achieve the targets set by the Executive Order by integrating advanced technologies, alternative fuels, freight and fuel infrastructure, and local economic development opportunities.
