As part of our process to identify and evaluate the best available data for estimating air emissions for livestock operations, we are holding a full day Livestock Emissions Research Symposium in Fresno on January 26, 2005 (with videoconferencing to Bakersfield and Modesto). A complete program for the symposium is attached that includes specifics on the time, location, and presentations. During the symposium, a number of researchers will present their most current findings related to livestock emission measurements. Each presentation will be approximately 20 minutes long with 10 minutes for questions. For the Panel to consider your technology, we need to receive your completed Form no later than March 15, 2005, and preferably by February 28, 2005. Assuming the Board's action is approved by Office of Administrative Law (OAL), any agriculture pump engine in the above engine size ranges, that has been certified to current new off-road engine standards, will be allowed. Specifically, the Board approved emergency modifications to the ATCM that will change the PM standard for agricultural engines from 0.15 g/bhp-hr to match the ARB and U.S. EPA Tier 2 standards. Thus, the PM standard for 50-99 hp engines will be 0.30 g/bhp-hr and the PM standard for 100-174 hp engines will be 0.22 g/bhp-hr. (The tiered PM standard for 175 hp and greater compression ignited agriculture pump engines is 0.15 g/bhp-hr, so these engines already met the ATCM requirements). Again, these changes are not yet effective. Staff will submit the emergency regulation change to the OAL as soon as possible. OAL has ten days to act on the regulation. If OAL approves the change, the emergency regulation will be filed with the Secretary of State and will become effective at that time. The emergency regulation will be effective for a period not to exceed 120 days during which time the ARB staff prepares a formal regulatory package to make these changes permanent. We will be sending out a letter, and will be posting the letter on our web page, to inform you of OAL's action on the emergency regulation. The ARB staff will also be preparing a staff report and hearing notice on the amendments to the stationary engine ATCM, and will hold a public workshop with all of the stakeholders. Staff plans on returning back to the Board in May 2005 with the proposed amendments to the stationary engine ATCM that will address current issues on an ongoing basis. Thus, the PM standard for 50-99 hp engines will be 0.30 g/bhp-hr and the PM standard for 100-174 hp engines will be 0.22 g/bhp-hr. (The tiered PM standard for 175 hp and greater compression ignited agriculture pump engines is 0.15 g/bhp-hr, so these engines already met the ATCM requirements). Again, these changes are not yet effective. Staff will submit the emergency regulation change to the OAL as soon as possible. OAL has ten days to act on the regulation. If OAL approves the change, the emergency regulation will be filed with the Secretary of State and will become effective at that time. The emergency regulation will be effective for a period not to exceed 120 days during which time the ARB staff prepares a formal regulatory package to make these changes permanent. We will be sending out a letter, and will be posting the letter on our web page, to inform you of OAL's action on the emergency regulation. The ARB staff will also be preparing a staff report and hearing notice on the amendments to the stationary engine ATCM, and will hold a public workshop with all of the stakeholders. The ATCM’s PM standards for greater than 50 to less than 175 hp new stationary diesel generator engines were not revised. These generators remain subject to PM emission limits of 0.15 g/bhp-hr.
