DOORS allows fleets to complete the initial reporting required by the Board approved July 2016 amendments to the LSI Regulation. ARB strongly encourages fleets to begin the reporting process early to ensure that there is sufficient time to label equipment. The reporting deadline for medium and large forklift fleets and non-forklift fleets is June 30, 2017. The DOORS reporting homepage can be accessed at: https://ssl.arb.ca.gov/ssldoors/doors_reporting/doors_login.html For assistance with reporting, or with other aspects of the LSI Regulation, please call (877)59-DOORS, or email doors@arb.ca.gov The LSI forklift and non-forklift equipment types subject to the upcoming reporting and labeling requirements include the following types of equipment used to comply with the Fleet Average Emission Limits (FAEL) of the LSI Regulation: * Forklifts in class 1, 2, 4, and 5, including electric. * Non-forklift industrial tow tractors, sweepers/scrubbers, and airport ground support equipment, including electric. Fleets with up to three forklifts and/or up to three non-forklifts are exempt from the regulation but can voluntarily report and label their LSI equipment. Once LSI equipment has been reported in DOORS an Equipment Identification Number (EIN) will be issued. The LSI Regulation reporting user guides, importing equipment guides, the amended regulation language, and other useful LSI regulation information are available at https://www.arb.ca.gov/lsi. Background The LSI Fleet Regulation applies to operators of forklifts, sweeper/scrubbers, industrial tow tractors, and airport GSE. These vehicles are found in approximately 2,000 LSI fleets in California in industries as diverse as manufacturing, wholesale, transportation and utilities, retail, services, and construction, as well as public agencies. The 2006 LSI rulemaking and 2010 amendments required operators of in-use fleets to achieve specific hydrocarbon + oxides of nitrogen FAEL standards that became more stringent over time, the lowest FAEL for large and medium fleets was to be achieved in 2013. The standards are also more stringent for forklifts than they are for non-forklift LSI equipment. Small fleets and in-field equipment are exempt from the LSI Fleet Regulation. In July 2016, ARB approved amendments to the LSI Fleet Regulation These amendments require operators to: * Submit an initial report by June 30, 2017, and then annually thereafter; * Label all affected equipment with an ARB issued EIN; and * Continue recordkeeping as they have been required to do pursuant to the existing regulation. The existing performance requirements, including FAEL standards, were not modified by the amendments and continue to remain in effect. The amendments will improve enforcement effectiveness and compliance rates of the LSI Fleet Regulation when they take effect, and provide ARB staff with the necessary data to inform a future control measure for accelerating deployment of zero emission technology in the LSI sector. Background: In 2007, Governor Schwarzenegger signed into law the California Alternative and Renewable Fuel, Vehicle Technology, Clean Air, and Carbon Reduction Act of 2007, Assembly Bill (AB) 118 (Núñez Statutes of 2007, Chapter 750). AB 118 created AQIP, a voluntary incentive program administered by CARB, to fund clean vehicle and equipment projects, air quality research, and workforce training. The Trade-Up Pilot Project is funded entirely through AQIP, which is targeted to reduce criteria pollutants and air toxics, often with greenhouse gas emission reduction co-benefits. Emissions from mobile agricultural equipment are among a number of significant sources of air pollution in the San Joaquin Valley Air Basin, and reducing these emissions is necessary to meet federal health-based air quality standards. ARB incentive programs and regulations are already reducing emissions from a wide variety of diesel engines in the San Joaquin Valley Air Basin, however, a continuing transition to the cleanest technologies is needed in order to meet air pollution standards in 2023 and 2032. Existing local, State, and federal agricultural equipment incentives are currently helping growers purchase new equipment in exchange for scrapping old equipment. A trade-up incentive for incrementally cleaner, used equipment may hold potential as a new incentive pathway for growers with high-emitting equipment that are not able to take advantage of current programs. Short-lived climate pollutants, including methane from dairy cows and other livestock, are greenhouse gases that, despite having a relatively short residence time in the atmosphere, have a powerful warming influence. They are also harmful air pollutants. Accomplishing swift reductions of SLCP emissions can have a significant impact on cumulative climate change, lessening harmful climate change impacts over the long term, and can improve public health. Methane from dairy manure and enteric fermentation make up the largest portion of California agriculture’s 8% total greenhouse gas emissions. CDFA houses two incentive programs to provide dairies with financial assistance to reduce methane emissions; the Dairy Digester Research and Development Program and the Alternative Manure Management Practices Program. Despite the development of these programs and the growing efforts to reduce emissions, there are still many challenges which the Working Group will address. The newly-formed Working Group will identify and address technical, market, regulatory, and other barriers to the development of dairy methane reduction projects. The Working Group, made up of CDFA, partner agencies and a diverse group of stakeholders and experts, will produce recommendations to advance methane reductions on and achieve other co-benefits from California dairies and livestock operations while also supporting the resiliency and sustainability of California’s world-renown dairy and livestock industry. From: lquattro@arb.ca.gov The Large Spark-Ignition Engine Fleet Requirements Regulation (LSI Regulation) requires specific equipment be initially reported to the California Air Resources Board (CARB or Board) by June 30, 2017 and labeled by July 30, 2017. The LSI forklift and non-forklift equipment types subject to the upcoming reporting and labeling requirements include the following types of equipment used to comply with the Fleet Average Emission Limits (FAEL) of the LSI Regulation: •Forklifts in class 1, 2, 4, and 5, including electric; and •Non-forklift industrial tow tractors, sweepers/scrubbers, and airport ground support equipment, including electric. Fleets with up to three forklifts and/or up to three non-forklifts are exempt from the regulation but can voluntarily report and label their LSI equipment. Once LSI equipment has been reported in DOORS an Equipment Identification Number (EIN) will be issued. Fleets must label their equipment with the EIN. The LSI Regulation reporting user guides, importing equipment guides, the amended regulation language, and other useful LSI regulation information are available at https://www.arb.ca.gov/lsi CARB utilizes an on-line reporting tool (DOORS). DOORS allows fleets to easily complete the initial reporting required by the Board approved July 2016 amendments to the LSI Regulation. These vehicles are found in approximately 2,000 LSI fleets in California in industries as diverse as manufacturing, wholesale, transportation and utilities, retail, services, and construction, as well as public agencies. The 2006 LSI rulemaking and 2010 amendments required operators of in-use fleets to achieve specific oxides of nitrogen + hydrocarbon FAEL standards that became more stringent over time, the lowest FAEL for fleets was to be achieved in 2013. The standards are also more stringent for forklifts than they are for non-forklift LSI equipment. Small fleets and in-field equipment are exempt from the LSI Fleet Regulation. In July 2016, CARB approved amendments to the LSI Fleet Regulation. These amendments require operators to: •Submit an initial report by June 30, 2017, and then annually thereafter; •Label all affected equipment with an ARB issued EIN; and •Continue recordkeeping as they have been required to do pursuant to the existing regulation. The existing performance requirements, including FAEL standards, were not modified by the amendments and continue to remain in effect. The amendments will improve enforcement effectiveness and compliance rates of the LSI Fleet Regulation when they take effect, and provide CARB staff with the necessary data to inform a future control measure for accelerating deployment of zero emission technology in the LSI sector.
