Background on the 2030 Target Scoping Plan Update This public workshop is part of the public process to update the AB 32 Scoping Plan to reflect the Governor’s Executive Order B-30-15, which establishes a mid-term GHG reduction target for California of 40 percent below 1990 levels by 2030. All state agencies with jurisdiction over sources of GHG emissions were directed to implement measures to achieve reductions of GHG emissions to meet the 2030 and 2050 targets. ARB was directed to update the AB 32 Scoping Plan to reflect the 2030 target, and therefore, is moving forward with the update process. The mid-term target is critical to help frame the suite of policy measures, regulations, planning efforts, and investments in clean technologies and infrastructure needed to continue driving down emissions. In an effort to further the vision of AB 32, Governor Brown identified key climate change strategy pillars in his January 2015 inaugural address. The pillars recognize that several major areas of the California economy will need to reduce emissions to meet the 2030 greenhouse gas emissions target. One of the key pillars identified by Governor Brown was to ensure that State agencies are managing farm and rangelands, forests and wetlands so they can store carbon. Production of N2O in soil is mainly a microbial process involving transformation of various nitrogen (N) species, which can be affected by many soil variables governing soil microbial activities. It is possible, therefore, to minimize N2O emissions from soil through proper management practices that would shun soil conditions known or suspected to stimulate N2O emissions. As this seminar will demonstrate, this project examined effects of different N fertilizer types and placements, use of nitrification inhibitors (NIs), subsurface drip irrigation (SDI), and organic management on N2O emissions from crops of tomato, corn, and lettuce. Under the Clean Energy and Pollution Reduction Act, Senate Bill 350, the California Independent System Operator was required to: (1) prepare governance modifications needed to transform into a regional organization; and (2) conduct one or more studies of the impacts of a regional market enabled by the proposed governance modifications, including overall benefits to ratepayers, the creation or retention of jobs and other benefits to the California economy, environmental impacts in California and elsewhere, impacts in disadvantaged communities, emissions of greenhouse gases and other air pollutants, and reliability and integration of renewable energy resources. Background: At the June 23, 2016 Board meeting, the Board approved the proposed FY 2016-17 Funding Plan which describes how ARB would spend $500 million in proposed Low Carbon Transportation and Fuels funding from the Greenhouse Gas Reduction Fund and $28.6 million for Air Quality Improvement Program (AQIP). At the time of the Board’s action, the Legislature had appropriated AQIP funds to ARB as part of the Budget Act of 2016 but had deferred action on the $500 million in Low Carbon Transportation and Fuels funding. On August 31, 2016, the Legislature appropriated $363 million to ARB for Low Carbon Transportation projects and provided direction on how these funds are used. The Legislature also approved an associated budget trailer bill which directs ARB to make changes to the Clean Vehicle Rebate Project. At the October 20, 2016 Board meeting, the Board approved modifications to the FY 2016-17 Funding Plan to address the smaller budget appropriation and additional direction from the Legislature. Cap-and-Trade auction proceeds provide funding for ARB’s advanced technology, clean transportation incentive programs, expanding the types of projects ARB has funded through AQIP. These investments accelerate the transition to low carbon freight and passenger transportation, supporting the Governor’s climate change strategy pillar of a 50 percent reduction in petroleum use in vehicles by 2030 and the Administration’s goal to deploy 1.5 million zero emission vehicles in California by 2025. AQIP is a voluntary, mobile source incentive program that focuses on reducing criteria pollutant and diesel particulate emissions with concurrent reductions in greenhouse gas emissions. AQIP has an annual budget of about $25 million. ARB focuses AQIP investments on technology advancing projects that support California’s long-term air quality and climate change goals in addition to providing immediate emission benefits. The 2030 Target Scoping Plan Discussion Draft (Discussion Draft) provides the staff’s current thoughts on how to achieve the State’s SB 32 climate goal of reducing greenhouse gases of at least 40 percent below 1990 levels by 2030. The draft Scoping Plan Scenario and alternatives included in the Discussion Draft are based on materials presented at previous Scoping Plan interagency workshops and ARB Board meetings. The Discussion Draft is not the complete 2030 Target Scoping Plan. Some analyses, such as those newly required by AB 197, and economic and environmental analyses are not included at this time. The intent of this Discussion Draft is to elicit feedback and to help refine the overall approach and strategies to be analyzed for achieving the 2030 target. Comments received on this Discussion Draft will inform the development of a comprehensive Proposed 2030 Target Scoping Plan (Proposed Scoping Plan) that ARB expects to release in January 2017 for public review. The Proposed Scoping Plan will include the full environmental analysis, economic analysis, AB 197 analyses, and supporting technical appendices.
