At the workshop, staff will discuss proposed changes related to alternative fuel conversion certifications including: the application and review process, the requirements for demonstrating emission compliance including test fuel requirements, the requirements for demonstrating on-board diagnostic II (OBD II) compliance, and proposed changes to address the sales window for converted vehicles and engines. The primary focus will be on liquefied natural gas, compressed natural gas, and propane; however, conversions to other fuels may be discussed. The prior version of the Staff Report has been removed and has been replaced with the revised Staff Report as of August 9, 2013. The revised Staff Report incorporates an economic impact assessment for the proposed amendments, (Section VII.G, page 28 of the revised Staff Report), and appends the following sentence to the last paragraph of VII.C “No alternative considered by the agency would be more effective in carrying out the purpose for which the regulation is proposed or would be as effective or less burdensome to affected private persons than the proposed regulation.” (Section VII.C, page 25 of the revised Staff Report).
