This Advisory provides guidance to regulated parties reporting compressed natural gas (CNG) transactions under the LCFS. Specifically, the guidance addresses the calculation of the number of standard cubic feet (scf) included in each transaction, as CNG transactions must be reported in units of scf under the LCFS. Multiple scenarios are developed to analyze the changes and investments in low-carbon electricity generation, alternative fuels and advanced vehicles in transportation, resource utilization, and efficiency improvements across many sectors. Results show that major energy transformations are needed but that achieving the 80% reduction goal for California is possible at reasonable average carbon reduction cost (-$75 to $124/tonne CO2 discounted cost) relative to the baseline scenario. Availability of low-carbon resources such as nuclear power, carbon capture and sequestration, increased availability of biomass/biofuels and wind and solar generation, and demand reduction all serve to lower the mitigation costs. Background ARB’s 2012 Vision modeling showed that significant reductions in emissions of oxides of nitrogen (NOx) and greenhouse gases (GHGs) are needed to meet 2023 and 2032 air quality standards and 2050 climate goals. To achieve those goals, California must incorporate advanced technology and fuels. These technology assessments are the first step in that process. The technology assessments strive to answer the questions – how mature is the technology or fuel, in which applications does it work, and what might be done to further development and deployment? The technology assessments will evaluate the current state and projected development over the next 5 to 10 years of mobile source technologies and fuels. For each technology, the assessment will include: • a description of the technology • its suitability in different applications • the current state of technology development • current per-vehicle/equipment costs • anticipated costs at widespread deployment • emissions levels The results of the technology assessments will help identify the technology and fuels that could be used in the Sustainable Freight Strategy to move California towards a sustainable freight transport system that is characterized by increased efficiency and zero or near zero emissions.
