The Carl Moyer Program provides incentive funds to help pay the incremental costs of cleaner-than-required engines and equipment. The purpose of the meeting is to discuss the new On-Road Voucher Incentive Program being developed. The On-Road Voucher Incentive Program takes the current criteria of the Carl Moyer Program Fleet Modernization program and streamlines the requirements for both participants and air districts. By streamlining the guideline requirements, the goal of the voucher program is to allow opportunities for small fleets (3 or less vehicles) to replace their older heavy-duty diesel vehicles more quickly with cleaner diesel vehicles. Small fleet owners that operate vehicles with 1993 or older model year diesel engines in California 75 percent of the time may be eligible for funding towards the purchase of a vehicle that has a 2007 or newer diesel engine. By streamlining the guideline requirements, the goal of the voucher program is to allow funding opportunities for small fleets (3 or less vehicles) to replace their older heavy-duty diesel vehicles more quickly with cleaner diesel vehicles. Small fleet owners that operate vehicles with 1993 or older model year diesel engines in California 75 percent of the time may be eligible for funding towards the purchase of a vehicle that has a 2007 or newer diesel engine.
