Due to the growing success of CVRP in bringing advanced clean cars to California, rebate demand has exceeded available funding. CVRP saw a rapid rise in rebates between July and December of 2013 with December reaching a new record with over 3,700 rebates reserved (approximately $7.6 million). Several market factors such as price reductions, attractive lease options, and the introduction of new models caused a significant and greater than anticipated increase in demand. Because of this increased activity, ARB is projecting a potential funding shortfall of up to $30 million for FY 2013-14. ARB is initially opening a waiting list for up to $5 million in rebates, and will seek board approval in April 2014 to expand the waiting list by an additional $25 million. Rebate applicants that are approved and placed on the waiting list during FY 2013-14 will receive a rebate under current FY 2013-14 rebate amounts and eligibility criteria. Rebate checks will be issued once funds become available, anticipated in September 2014. The technology assessments strive to answer the questions – how mature is the technology or fuel, in which applications does it work, and what might be done to further development and deployment? The technology assessments will evaluate the current state and projected development over the next 5 to 10 years of mobile source technologies and fuels. For each technology, the assessment will include: • a description of the technology • its suitability in different applications • the current state of technology development • current per-vehicle/equipment costs • anticipated costs at widespread deployment • emissions levels The results of the technology assessments will help identify the technology and fuels that could be used in the Sustainable Freight Strategy to move California towards a sustainable freight transport system that is characterized by increased efficiency and zero or near zero emissions. ARB staff will seek input on existing project categories being funded through these programs, potential new project categories, and recently signed legislation affecting the implementation of these programs. ARB focuses AQIP investments on technology advancing projects that support California’s long-term air quality and climate change goals in addition to providing immediate emission benefits. Each year, the Board approves the AQIP Funding Plan, which serves as the blueprint for expending AQIP funds. Cap-and-Trade auction proceeds provide an additional funding source for ARB’s advanced technology clean transportation incentive programs, expanding the types of projects ARB has funded through AQIP. The FY 2014-15 State budget appropriated $200 million from GGRF to ARB for Low Carbon Transportation projects to reduce greenhouse gas emissions with an emphasis on low carbon freight and passenger transportation investments that benefit disadvantaged communities. These investments are being implemented through the administrative framework established by AQIP. ARB expects to receive another appropriation for Low Carbon Transportation investments from GGRF in the FY 2015-16 State Budget, so ARB staff intends to develop a joint Funding Plan for the AQIP and GGRF funding sources for the FY 2015-16 funding cycle.
