ARB’s existing certification and on-board diagnostics (OBD) requirements provide a critical and effective mechanism for ensuring a vehicle’s expected emission benefits are achieved and maintained. However, ARB’s engine and vehicle approval paradigm, geared towards traditional technologies, may deter some manufacturers from developing promising new truck and bus technologies for which market acceptance may be uncertain. In addition, ARB does not have an approval protocol specifically for advanced technology medium- and heavy-duty vehicle aftermarket conversions, such as hybrid truck conversions. One option being considered would provide tiered ARB certification and aftermarket conversion requirements for an innovative engine or vehicle technology, providing targeted flexibility at market launch and early deployment stages, and reverting back to full ARB approval requirements once the technology achieves a market foothold. Specific certification and OBD flexibility provisions should provide manufacturers with a defined, predictable, and practical ARB approval pathway, while preserving ARB’s overarching objective to ensure expected emission benefits are achieved. Significant improvements in efficiency and the use of renewable fuels are also needed to meet the Governor’s 50 percent petroleum reduction target by 2030, and continued reductions in diesel PM and air toxics are necessary to protect public health. Achieving each of these goals will require a transition to zero and near-zero emission technologies in all mobile sources. The Draft Overview highlights technology and fuels that could help us achieve those goals, and covers several heavy-duty technology sectors, including: • trucks and buses • transport refrigeration units • locomotives • fuels – both conventional and alternative fuels • ocean-going vessels • commercial harbor craft (SCAQMD lead) • cargo handling equipment, and • aviation – including aircraft and ground support equipment This technology assessment is on-going and focuses not only on zero and near-zero emission technologies that will ultimately be necessary to meet long-term air quality and climate goals, but also on improvements to conventional technologies and gains in vehicle and freight system operational efficiency that could provide substantial near-term emissions reductions and help facilitate the transition to zero and near-zero emission technologies. Short-lived climate pollutants (SLCPs) include methane, tropospheric ozone, black carbon, and fluorinated gases. They are powerful climate forcers that remain in the atmosphere for a much shorter period of time than longer-lived climate pollutants, including carbon dioxide. Their relative potency, when measured in terms of how they heat the atmosphere, can be tens to thousands of times greater than that of carbon dioxide (CO2). Senate Bill 605 (Lara, Chapter 523, Statutes of 2014) requires ARB, in coordination with other state agencies and local air districts, to develop a SLCP Strategy by the end of 2015, to further reduce SLCP emissions in California. The Concept Paper presents initial ideas that will be considered and evaluated in the coming months by ARB staff, in coordination with other agencies, as it develops a SLCP Strategy pursuant to SB 605. The concepts included in this discussion draft do not represent commitments at this time, nor do they comprise an exhaustive list of elements or considerations that may be included in the Strategy or shape its development. The intent of the paper is to elicit new ideas and refine strategies to reduce emissions of SLCPs throughout the state. The Concept Paper will be discussed at a May 27, 2015, public workshop. This draft technology assessment was developed and written by South Coast Air Quality Management District (SCAQMD) in conjunction with ARB. This assessment examines technologies projected for development over the next five to ten years that can be applied to commercial harbor craft to reduce fuel consumption, greenhouse gases (GHG) and criteria pollutant emissions (e.g. nitrogen oxides and particulate matter). Such technologies support ARB’s long term objective of transforming the on- and off-road mobile source fleet into one utilizing zero and near-zero emission technologies to meet air quality and climate change goals. Short-lived climate pollutants (SLCPs) include methane, black carbon, and fluorinated gases. They are powerful climate forcers that remain in the atmosphere for a much shorter period of time than longer-lived climate pollutants, including carbon dioxide. Their relative potency, when measured in terms of how they heat the atmosphere, can be tens to thousands of times greater than that of carbon dioxide. Senate Bill 605 (Lara, Chapter 523, Statutes of 2014) requires ARB, in coordination with other state agencies and local air districts, to develop a SLCP Strategy by the end of 2015, to reduce SLCP emissions in California. The Draft Strategy describes ongoing and potential new measures to reduce SLCP emissions from major sources in the State, and describes current and future research needs for improving the SLCP emission inventory and better understanding potential mitigation measures. The Draft Strategy will be discussed at public workshops in October. The funding opportunity was approved by the Board in the Fiscal Year (FY) 2014-15 and FY 2015-16 Funding Plans for the Assembly Bill 118 Air Quality Improvement Program and Low Carbon Transportation Greenhouse Gas Reduction Fund Investments. Up to $23,658,000 is available for this project from FY 2014-15 funds. Up to an additional $60,000,000 may be available for projects under this Solicitation from future funds appropriated by the California legislature on or before June 30, 2016. AB 118 created the Air Quality Improvement Program (AQIP), a voluntary incentive program administered by ARB to fund clean vehicle and equipment projects, air quality research, and workforce training. The Trade-Up Pilot Project is funded entirely through AQIP, which is targeted to reduce criteria pollutants and air toxics, often with greenhouse gas emission reduction co-benefits. Emissions from mobile agricultural equipment are among a number of significant sources of air pollution in the San Joaquin Valley Air Basin, and reducing these emissions is necessary to meet federal health-based air quality standards. ARB incentive programs and regulations are already reducing emissions from a wide variety of diesel engines in the San Joaquin Valley Air Basin, however, a continuing transition to the cleanest technologies is needed in order to meet air pollution standards in 2023 and 2032.
