We have posted the "2002 Update on the Architectural Coatings Suggested Control Measure" (SCM), which was requested by the members of the Air Resources Board when they approved the SCM on June 22, 2000. This document consists of a cover memo giving an overview, and a more detailed report covering the following topics: districts adopting the SCM; averaging compliance option; 2001 architectural coatings survey; technology assessments for the category limits effective on January 1, 2003; calculation of reportable VOC content; exempt solvents; and feasibility of reactivity-based standards. We have also posted an ARB staff report, "A Study of Architectural Coating Thinning Practices in the Field." In addition, we have updated the "Summary of Architectural Coating Rules and VOC limits for U.S. EPA, CARB SCM, California Local Districts" to reflect the recent Rule 1113 amendment in the South Coast Air Quality Management District.
