Short-lived climate pollutants (SLCPs) include methane, tropospheric ozone, black carbon, and fluorinated gases. They are powerful climate forcers that remain in the atmosphere for a much shorter period of time than longer-lived climate pollutants, including carbon dioxide. Their relative potency, when measured in terms of how they heat the atmosphere, can be tens to thousands of times greater than that of carbon dioxide (CO2). Senate Bill 605 (Lara, Chapter 523, Statutes of 2014) requires ARB, in coordination with other state agencies and local air districts, to develop a SLCP Strategy by the end of 2015, to further reduce SLCP emissions in California. The Concept Paper presents initial ideas that will be considered and evaluated in the coming months by ARB staff, in coordination with other agencies, as it develops a SLCP Strategy pursuant to SB 605. The concepts included in this discussion draft do not represent commitments at this time, nor do they comprise an exhaustive list of elements or considerations that may be included in the Strategy or shape its development. The intent of the paper is to elicit new ideas and refine strategies to reduce emissions of SLCPs throughout the state. The Concept Paper will be discussed at a May 27, 2015, public workshop. The comments received on the Concept Paper will inform the development of a draft Strategy that ARB expects to release for public comment later this summer. ARB welcomes broad participation among stakeholders, experts and interested parties throughout this process. Short-lived climate pollutants (SLCPs) include methane, black carbon, and fluorinated gases. They are powerful climate forcers that remain in the atmosphere for a much shorter period of time than longer-lived climate pollutants, including carbon dioxide. Their relative potency, when measured in terms of how they heat the atmosphere, can be tens to thousands of times greater than that of carbon dioxide. Senate Bill 605 (Lara, Chapter 523, Statutes of 2014) requires ARB, in coordination with other state agencies and local air districts, to develop a SLCP Strategy by the end of 2015, to reduce SLCP emissions in California. The Draft Strategy describes ongoing and potential new measures to reduce SLCP emissions from major sources in the State, and describes current and future research needs for improving the SLCP emission inventory and better understanding potential mitigation measures. The Draft Strategy will be discussed at public workshops in October. Background: The Zero-Emission Truck and Bus Pilot Commercial Deployment Projects under the Low Carbon Transportation Greenhouse Gas Reduction Fund Investments will encourage adoption of early commercial zero-emission technologies by placing significant numbers of zero-emission trucks and buses in a handful of strategic “hubs,” and supporting advanced technology clusters with infrastructure, marketing, and workforce training. This technology hub concept can help address many of the deployment challenges by supporting economies of scale in manufacturing, workforce training, vehicle maintenance and repair, and infrastructure issues. A public investment in these deployments helps to achieve significant emission reductions in greenhouse gases, criteria pollutants and toxic air contaminants, sooner than would be possible otherwise. ARB staff will seek input on existing project categories being funded through these programs, potential new project categories, and a statutorily required long-term plan for light-duty vehicle incentives. Background: Cap-and-Trade auction proceeds provide funding for ARB’s advanced technology, clean transportation incentive programs to reduce greenhouse gas emissions, expanding the types of projects ARB has funded through AQIP. These investments accelerate the transition to low carbon freight and passenger transportation, with an emphasis on low carbon freight and passenger transportation investments that benefit disadvantaged communities. The FY 2014-15 State budget appropriated $200 million to ARB for Low Carbon Transportation projects, and the FY 2015-16 State budget appropriated $95 million to ARB with additional funding still pending before the Legislature. ARB expects to receive another appropriation for Low Carbon Transportation investments from the Greenhouse Gas Reduction Fund the FY 2016-17 State Budget. Hence, ARB staff intends to develop a joint Funding Plan for the Low Carbon Transportation and AQIP for the FY 2016-17 funding cycle as it has done in the past two budget cycles.
