These investments accelerate the transition to low carbon freight and passenger transportation, supporting the Governor’s climate change strategy pillar of a 50 percent reduction in petroleum use in vehicles by 2030 and the Administration’s goal to deploy 1.5 million zero emission vehicles in California by 2025. The FY 2014-15 State budget appropriated $200 million to ARB for Low Carbon Transportation projects to reduce greenhouse gas emissions with a target that at least half the investments benefit disadvantaged communities. The FY 2015-16 State budget appropriated another $95 million. ARB expects to receive another appropriation for Low Carbon Transportation investments from the Greenhouse Gas Reduction Fund in the FY 2016-17 State Budget. ARB staff intends to develop a joint Funding Plan for the Low Carbon Transportation and AQIP for the FY 2016-17 funding cycle as it has done in the past two budget cycles. AQIP is a voluntary, mobile source incentive program that focuses on reducing criteria pollutant and diesel particulate emissions with concurrent reductions in greenhouse gas emissions. AQIP has an annual budget of about $25 million. ARB focuses AQIP investments on technology advancing projects that support California’s long-term air quality and climate change goals in addition to providing immediate emission benefits. In recent years, the majority of AQIP funds have gone towards the Truck Loan Assistance Program which helps small business truckers to secure financing for newer trucks or diesel exhaust retrofits in advance of compliance deadlines for ARB’s in-use truck and bus regulation. The public can also attend this workshop by video conference at the air district’s Modesto and Fresno offices: Modesto Office 4800 Enterprise Way Modesto, CA 95356 Fresno Office 1990 E. Gettysburg Avenue Fresno, California 93726 Updated Public Meeting Schedule • April 26: First Public Workshop on the Proposed Strategy (Sacramento) • (NEW) May 3: Second Public Workshop on the Proposed Strategy (Bakersfield) • May 19: Board Meeting for Proposed Strategy • Late-Summer/Early-Fall: Board to consider approving a final SLCP Strategy Background Short-lived climate pollutants (SLCPs) are powerful climate forcers that remain in the atmosphere for a much shorter period of time than major climate pollutants such as carbon dioxide (CO2). Their relative potency in terms of how they heat the atmosphere can be tens to thousands of times greater than CO2. SLCPs include black carbon, methane, and fluorinated gases, including hydrofluorocarbons. The impacts of SLCPs are especially strong within the near term. Reducing these emissions can have an immediate beneficial impact on climate change. SLCP reductions are important to continuing and maintaining the greenhouse gas reductions called for by AB 32 (Nunez, Chapter 488, Statutes of 2006) and SB 605 (Lara, Chapter 523, Statutes of 2014), and to ensuring emissions meet the statewide greenhouse gas emission limit that AB 32 established. The Proposed Strategy is identified in the First Update to the Climate Change Scoping Plan as one of the recommended actions to achieve additional greenhouse gas emission reductions. SB 605 further requires ARB, in coordination with other State agencies and local air districts, to develop a strategy to further reduce SLCP emissions in California. A Draft Strategy was released for public comment on September 30, 2015. After considering comments received, ARB staff released the Proposed Strategy on April 11, 2016, which will be presented to the Board at a public meeting on May 19, 2016. The Board will not vote on the Proposed Strategy at this meeting; a second Board meeting will be scheduled for either late summer or early fall for the Board to consider approving a final SLCP Strategy, along with final environmental documents. Environmental Analysis ARB, as the lead agency for the Proposed Strategy, prepared a Draft Environmental Analysis (EA) in accordance with the requirements of the California Environmental Quality Act (CEQA) and ARB’s regulatory program certified by the Secretary of Natural Resources (California Code of Regulation, title 17, sections 60006-60008; California Code of Regulation, title 14, section 15251, subdivision (d)). The resource areas from the CEQA Guidelines Environmental Checklist were used as a framework for a programmatic environmental analysis of the reasonably foreseeable compliance responses resulting from implementation of the proposed measures discussed in the Proposed Strategy. The Draft EA provides an analysis of both the beneficial and adverse impacts and feasible mitigation measures for the reasonably foreseeable compliance responses associated with the proposed measures under each of the 17 environmental resource areas. Collectively, the Draft EA concluded implementation of these actions could result in the following short-term and long-term beneficial and adverse impacts: beneficial long-term impacts in reduced greenhouse gas emissions; less-than-significant impacts to air quality, biological resources, energy demand, geology and soils, greenhouse gases (short-term), hazards and hazardous materials, hydrology and water quality, resources related to land use planning, mineral resources, noise, population and housing, public services, and recreational services; and potentially significant and unavoidable adverse impacts to aesthetics, agriculture and forest resources, air quality, biological resources, cultural resources, geology and soils, hazards and hazardous materials, hydrology and water quality, resources related to land use planning, noise, transportation/traffic, and utilities and service systems. The potentially significant and unavoidable adverse impacts are primarily related to short-term construction-related activities, which explains why some resource areas are identified above as having both less-than-significant impacts and potentially significant impacts. Please refer to the Draft EA for further details. Public Comments on the Proposed Strategy and Draft EA The Proposed Strategy and its appendices, including the Draft EA (Appendix C), can be obtained from ARB’s short-lived climate pollutant website at: http://www.arb.ca.gov/cc/shortlived/shortlived.htm. ARB invites comments on the Proposed Strategy and Draft EA during the 45-day public comment period that begins on April 11, 2016, and ends on May 26, 2016. Submittal of comments on both documents should be made to: http://www.arb.ca.gov/lispub/comm/bclist.php. The meeting agenda, staff presentation, and any other related materials will be distributed prior to the workshops. These documents will be posted in advance on ARB’s Short-Lived Climate Pollutant website (see above). California is in a drought emergency. Visit www.SaveOurH2O.org for water conservation tips. Further inquiries regarding this matter should be directed to Mr. Andrew Panson, Staff Air Pollution Specialist, at (916) 323-2809, or Mr. Ali Koohestani, Air Resources Technician, at (916) 324-1590. Background: At the June 23, 2016 Board meeting, the Board approved the proposed FY 2016 17 Funding Plan which describes how ARB would spend $500 million in proposed Low Carbon Transportation and Fuels funding from the Greenhouse Gas Reduction Fund and $28.6 million for Air Quality Improvement Program (AQIP). At the time of the Board’s action, the Legislature had appropriated AQIP funds to ARB as part of the Budget Act of 2016 but had deferred action on the $500 million in Low Carbon Transportation and Fuels funding. Hence, the Low Carbon Transportation and Fuels elements of the Board-approved Funding Plan were contingent on appropriation of these funds. The Funding Plan included contingency provisions to address this budget uncertainty including direction that staff return with modifications to the plan in the event that the Legislature appropriated less than $400 million to ARB. On August 31, 2016, the Legislature appropriated $363 million to ARB for Low Carbon Transportation projects and provided direction on how these funds are used. The Legislature also approved an associated budget trailer bill which directs ARB to make a changes to the Clean Vehicle Rebate Project. Staff is proposing modifications to the FY 2016-17 Funding Plan to address the smaller budget appropriation and additional direction from the Legislature. These changes are fully described in the meeting notice. California is in a drought emergency. Visit www.SaveOurH2O.org for water conservation tips. In September 2016, the Legislature and Governor appropriated approximately $900 million in auction proceeds to administering agencies to fund projects that reduce greenhouse gas emissions and provide other co-benefits. By statute, ARB is required to develop guidelines for agencies administering cap-and-trade auction proceeds appropriations. The Draft Funding Guidelines Supplement for Fiscal Year (FY) 2016-17 Funds (Supplement) released today for public comment provides updates to ARB’s existing guidelines (published in December 2015). The draft Supplement includes updated disadvantaged community investment targets for all FY 2016-17 budget appropriations. The Supplement also provides criteria to determine whether projects funded by the new FY 2016-17 appropriations will provide benefits to disadvantaged communities. Comments are due by December 6, 2016, the draft document and electronic comment log are available: www.arb.ca.gov/cci-fundingguidelines. BACKGROUND: In accordance with Senate Bill (SB) 862 (Chapter 36, Statutes of 2014), the Air Resources Board (ARB or Board) must develop funding guidelines for State agencies, local transit agencies, and academic institutions (administering agencies) that receive a direct appropriation of Cap-and-Trade auction proceeds. To comply with this law, the Board approved, and ARB released, the final version of the Cap-and-Trade Auction Proceeds, Funding Guidelines for Agencies that Administer California Climate Investments in December 2015. These guidelines provide direction to administering agencies to use appropriations in a way that reduces greenhouse gases, furthers the purposes of Assembly Bill 32, maximizes benefits to disadvantaged communities, and meets the other statutory requirements of the fund. These projects provide funding to support cleaner vehicles and equipment that reduce greenhouse gas emissions and criteria pollutants, with an emphasis on providing benefits to disadvantaged communities. Funding for Low Carbon Transportation comes from California Climate Investments, made possible by proceeds from California’s Cap and Trade Program. Funding for the Air Quality Improvement Program is authorized by Assembly Bill 8 (Perea, Chapter 401, Statutes of 2013). Work group meetings are scheduled throughout the year as needed to seek public input on implementation of ongoing projects, as well as development of competitive solicitations for upcoming grant funding opportunities. Individual work groups will be established or updated for each project listed below. Staff encourages anyone who is interested in one or more of these projects to join our work group email lists. However, there is no need to email us if you know that you already signed up for the work group in prior years. Background: At the June 23, 2016 Board meeting, the Board approved the proposed FY 2016-17 Funding Plan which describes how ARB would spend $500 million in proposed Low Carbon Transportation and Fuels funding from the Greenhouse Gas Reduction Fund and $28.6 million for Air Quality Improvement Program (AQIP). At the time of the Board’s action, the Legislature had appropriated AQIP funds to ARB as part of the Budget Act of 2016 but had deferred action on the $500 million in Low Carbon Transportation and Fuels funding. On August 31, 2016, the Legislature appropriated $363 million to ARB for Low Carbon Transportation projects and provided direction on how these funds are used. The Legislature also approved an associated budget trailer bill which directs ARB to make changes to the Clean Vehicle Rebate Project. At the October 20, 2016 Board meeting, the Board approved modifications to the FY 2016-17 Funding Plan to address the smaller budget appropriation and additional direction from the Legislature. Cap-and-Trade auction proceeds provide funding for ARB’s advanced technology, clean transportation incentive programs, expanding the types of projects ARB has funded through AQIP. The solicitation includes the option for new Grant Agreements for each of the following two fiscal years: • FY 2017-18 • FY 2018-19 The current funding available for FY 2016-17 is $13 million for HVIP and $23 million for Low NOx Engine Incentives for a total of $36 million. HVIP is intended to encourage and accelerate the deployment of new hybrid and zero-emission trucks and buses in California. HVIP provides vouchers for California purchasers and lessees of up to $95,000 for zero-emission trucks and buses, and up to $30,000 for eligible hybrid trucks, and buses on a first-come, first-served basis. In addition, HVIP provides increased incentives for fleets located in or serving disadvantaged communities. These fleets qualify for vouchers up to $110,000 for zero-emission trucks and buses. ARB’s optional low NOx standards allow manufacturers the ability to certify heavy-duty vehicle engines to NOx emission levels that are up to 90 percent lower than today’s mandatory diesel emission standards. Incentivizing deployment of these engines coupled with renewable fuels is an important strategy for achieving greenhouse gas and criteria pollutant emission reductions in the heavy-duty sector. Implemented through HVIP, the low NOx engine incentive project is intended to fund the incremental cost of a heavy-duty vehicle engine above the purchase and installation costs of a conventional heavy-duty vehicle engine with the same fuel type and other characteristics. A maximum of $25,000 per engine incentive is available for the certified 8.9 liter natural gas engine that utilizes 100 percent renewable fuel, enforceable by a three year renewable fuel contract. Meeting Information: This solicitation is open to federal, state or local government entities or agencies, and non-profit entities or companies with California heavy-duty vehicle, vehicle incentive project, or air quality expertise. Applications are due to ARB no later than close of business on Thursday, December 29, 2016. The grant solicitation and all associated documents may be found on ARB’s webpage at http://www.arb.ca.gov/msprog/aqip/solicitations.htm. The Funding Guidelines Supplement for Fiscal Year (FY) 2016-17 Funds (Supplement) released today provides updates to ARB’s existing guidelines (published in December 2015). The Supplement includes updated disadvantaged community investment targets for all FY 2016-17 budget appropriations. The Supplement also provides criteria to determine whether projects funded by the new FY 2016-17 appropriations will provide benefits to disadvantaged communities. The Supplement is available here: www.arb.ca.gov/cci-fundingguidelines. BACKGROUND: In accordance with Senate Bill 862 (Chapter 36, Statutes of 2014), ARB must develop funding guidelines for State agencies, local transit agencies, and academic institutions (administering agencies) that receive a direct appropriation of Cap-and-Trade auction proceeds.
